Program Summary
KBR is seeking a Sr. Acquisition Program Manager to support to the Air Force Life Cycle Management Center’s (AFLCMC) C-130 Program Office at Robins AFB, GA.
Job Summary
The candidate must have a minimum of eight years’ experience in United States Air Force Program Management, Cost and Schedule Analysis, and Risk Assessments.
Roles and Responsibilities
- Developing program documentation to support Request for Proposal, Milestone Decisions and Acquisition Strategy
- Provide technical analysis integration of such aspects of program management as engineering, procurement, financial management, environmental management, configuration
- Ensure program requirements and statements of work capture and are planned to the level of detail required for execution.
- Develop requirements, Milestone documentation, and provide technical writing expertise for deliverables
- Participate in an advisory role to conduct analysis, draft, and deliver source selection evaluation inputs
- Provide recommendations to ensure project information integrates into existing program strategy
- Employ integration, communication, coordination, organizational, and planning expertise to technical and acquisition efforts across numerous functional disciplines
- Perform a range of program management activities such as gathering a variety of program information; conducting analyses; developing program strategies; milestone planning, tracking, and scheduling; establishing and maintaining databases
- Analyze program activities such as acquisition program planning, financial management, cost analysis, management techniques, or documentation requirements
- Compile and review budgets against actual performance to control budgets and provide for proper financial decisions
- Aid in developing and implementing strategies to achieve program objectives safely and within agreed time, cost, technical, quality and other performance criteria. Products generally include acquisition strategies/plans, other statutory/regulatory documentation (writing, editing, cross-walking, and compliance checking), briefings and white papers supporting acquisition decisions at each phase or milestone of the Acquisition life cycle
- Participate in the preparation of budgets and schedules and perform/assist in financial analyses such as funding profiles, outlook, and variance analysis
- Develop plans including budgets and schedules to meet program/project. Support the customer PM in executing his/her mission as single point of integrative responsibility needed to ensure that everything in the program is managed effectively to ensure a successful project outcome
- Support customer PM in program progress reviews and other performance reviews. Assist in creating/briefing higher level executive agency system acquisition or program summary reports
- Demonstrate advanced expertise in DoD, Agency, and/or industry standards and engineering requirements. Advise colleagues on interpretation of standards within the context of program objectives
Basic Qualifications
- Bachelor’s degree in business administration, management, or a related field and 10 years’ experience in technical program planning and implementation, contract interpretation budget development and administration of government projects. In lieu of education, 18 years’ experience required
- Knowledge of current USAF weapon system management processes, policies, and procedures
- This position requires a SECRET clearance
Preferred Qualifications
- C-130 or other similar fixed wing or military aircraft experience
- DAWIA or Professional Certification in Program Management desired
