Program Summary
Employee serves in the Engineering Design Section (CEND) at Moron Air Base, holding the role of Structural Engineer. Responsibilities include overseeing the efficient management of design and construction projects within the CEN, ensuring their successful execution.
Job Summary
Performs engineering and planning activities to align with project requirements in adherence to U.S. Air Force standards. Assumes the role of Installation Structural Engineer, delivering essential structural analyses and pathology reports as needed. Develops design solutions to address and rectify structural deficiencies as part of the overall project objectives.
Roles and Responsibilities
Database Management: Manage and update the NexGenIT software database or any successor IT system or platform.
Project Management: Provide project management for the execution of various contracts, including construction contracts, indefinite delivery, indefinite quantity (IDIQ) contracts, simplified acquisition of base engineer requirements, multiple award construction contracts (MACC), and service contracts to meet facility requirements.
Roofing Program Management: Manage the base roofing program in accordance with AFI 32-1051, Roof Systems Management.
Facility Assessment and Maintenance: Conduct periodic facility assessment visits, plan maintenance and repair requirements, and provide structural analysis and pathology reports. Design solutions to repair and/or mitigate structural deficiencies. Support CEO Structures Shop as required.
Engineering and Planning: Perform engineering and planning, including the development, maintenance, and delivery of short, medium, and long-term planning for installation complexes. Optimize space utilization in future plans.
Contracting and Collaboration: Develop contracting packages and oversee the execution of U.S. funded project requirements and maintenance sub-contracts. Collaborate with other engineers for multi-discipline projects.
Activity Management and Planning: Support the development and maintenance of required Activity Management Plans (AMPs) and the Base Comprehensive Activity Management Plan (BCAMP). Plan and program infrastructure studies in accordance with relevant AFIs and MAJCOM guidance.
Assessment Support: Assist AFCEC and the Operations Flight with facility and infrastructure team assessments. Ensure proper identification and validation of requirements and adjust and validate pre-existing life cycle requirements.
Design Services: Provide design services for facility and infrastructure construction and renovation projects. Manage a design program for in-house, Architectural and Engineering (A&E), and/or third-party designs. Complete projects within established timeframes.
Coordination and Liaison: Provide engineering support for the review and coordination of other agency projects, including but not limited to United States Army Corps of Engineers (USACE), Naval Facilities Engineering Command (NAVFAC), and Defense Logistics Agency (DLA).
Project Closure: Conduct project acceptance inspections, complete contract closure documents, and ensure the submission of as-builts and manuals.
Construction Management Liaison: Act as a construction management liaison for projects handled by USACE, NATO, Air Force Civil Engineering Center (AFCEC), or other third-party agencies.
Continuous Improvement: Continuously seek to improve service to the customer at reduced cost. Make suggestions related to improved procedures, methods, technology, tools and equipment, and human resources to achieve improved productivity, quality, and cost performance.
Basic Qualifications
US Citizen
Active U.S. Secret Security Clearance or ability to obtain.
6 years of project engineering experience for major real property facilities. Shall have three years’ experience in structural engineering. Shall be trained in security engineering.
DoD installation-level working experience.
Bachelor’s or higher degree in Engineering or Architecture from an accredited college or university, or approved equivalent.
Ability to communicate in native language.
Possess English Reading Level III, Written Level III, Verbal Level III,
Possess a Spanish Class ‘B’ driver’s license.
Excellent Microsoft Office, AutoCAD, and computer skills. Comfortable planning, programming, scoping, and executing multi-discipline facility and infrastructure projects.
The physical requirement of the position includes light lifting of up to 30 kilograms, for heavy lifting up to 50 kilograms, heavier items proper handling equipment is utilized. Moderate exposure to skill includes dust, wide temperature range, noise, vibrations, fumes, harsh chemicals, odors, pollens and grasses, grease, machinery and moving parts, sitting and driving for long periods, bending, stooping, on knees, both indoors and outdoors, and inclement weather, with occasional exposure to hazardous work conditions.
Preferred Qualifications
Possess exceptional time management skills; organized and prioritized high volume of work to ensure maximum quality and service. Must be able to manage and work well with others.
Maintained professional customer relationships, communicating complex information to update assigned leadership and customers on project status.
6 years' experience in the design and management of capital projects.
Familiarity with the American and Spanish facility design standards.
Knowledge to develop and execute construction multi-discipline projects, evaluate contract schedules, and prepare construction reports.
Knowledge of engineering principles, materials, specification writing, USAF contracting procedures, engineering equipment, and surveying.
Familiar with construction practices in HN.
