Job Summary

Under general direction, is responsible for managing and coordinating complex human resources projects in the Policy & Testing Division of the Human Resource Department that require specialized knowledge and overseeing the performance of professional work of the projects. Conducts research, provides data and recommendations, and implements solutions to achieve goals and objectives. Serves as team leader on special projects assigned by department management. May exercise supervision over assigned staff.

Work Hours
7:45 am - 4:30 pm, Monday - Friday; occasional evenings and weekends will be required, depending on projects and business needs.

This position is an "unclassified" position and has no disciplinary appeal rights to the Municipal Civil Service Commission. This position is likewise subject to at-will employment status and can be terminated at any time for any reason.

Essential Job Functions

Manages and coordinates projects and activities between various divisions, City departments, public agencies, committees, and/or private sector representatives, leveraging the ability to manage multiple projects simultaneously.
Seeks and evaluates information from a variety of sources; provides specialized reports as requested by management,
Partners with customer departments to assist in evaluating, developing, and implementing operating policies and procedural improvements to ensure effectiveness and consistencies to human resources policies and procedures, including performance management, policy development, process documentation, and SOP improvement.
Prepares and delivers presentations and trainings, as needed.
Suggests and implements management solutions to address new or ongoing issues within department or division, informed by experience in performance management and policy development.
May assist in preparing and monitoring of annual departmental or divisional budget.
Serves as departmental/divisional representative at conferences, committees, and meetings, providing subject-matter expertise on HR processes, policies, and leave of absence management.
May supervise, train, and evaluate staff.
Assists in the performance of special projects as assigned by the Human Resources Department, including those involving process documentation, SOP development, and improvement initiatives.
Provides assistance to other departments on Human Resources issues, including performance management, policy interpretation, and leave of absence guidance.
Performs related duties and fulfills responsibilities as required.

Job Requirements

Bachelor's Degree from an accredited college or university.
Five (5) years of progressively responsible professional experience in business, finance, management, or related field, with focus on Human Resources or organizational resource planning, to include one (1) year of supervisory or lead experience.
Applicants for this position must pass a Criminal Justice Information Systems (CJIS) fingerprint-based background check and maintain CJIS eligibility. Due to CJIS requirements related to system access, the following will result in being disqualified for this position: Felony Convictions, Felony Deferred Adjudication, Class A & B Misdemeanor Deferred Adjudication, Class B Misdemeanor Convictions, an Open Arrest for Any Criminal Offense (Felony or Misdemeanor), and Family Violence Convictions
Valid Class 'C' Texas Driver's License.

Preferred Qualifications:

Master's Degree in Business Administration, Human Resources Management, Public Administration, or related field.
Strong Microsoft Office Suite skills (Excel, Teams, Word, PowerPoint, Publisher).
Active PHR, SPHR, SHRM-CP, or SHRM-SCP Certification.
Extensive professional experience and/or certification in Lean Six-Sigma Process Improvement.
Experience collecting and analyzing data to provide recommendations to management, including insights related to performance management trends and policy effectiveness.
Experience conducting quality control reviews or audits of work processes and products, including HR processes such as leave of absence workflows, SOP adherence, and policy application.
Experience providing human resources support and management in municipal or local government, including performance management, policy development, and leave of absence management.
Experience coordinating and leading multiple projects at the same time.
Experience presenting information to groups of various size and composition.

Applicant Information:

Unless otherwise stated, applicants are permitted to substitute two years of related full-time experience for one year of higher education or one year of related higher education for two years of experience in order to meet the minimum requirements of the job. One year of full-time experience is defined as 30 or more hours worked per week for 12 months. One year of higher education is defined as 30 credit hours completed at an accredited college or university.

Ability to plan and coordinate complex assignments, utilizing additional staff, if necessary.
