Job Summary
Manage all aspects of safety, within the Construction Region. Direct the proper planning, budgeting and implementation of all Signal Construction activities. Directs the Engineer Signal Construction on their responsible areas to ensure the safe and efficient operation of all signaling equipment when in-servicing new construction projects.
Primary Activities and Responsibilities
- Manage for constant improvement in Safety of all signal personnel and newly installed equipment. Develop / Coordinate Safety, Federal Railroad Administration (FRA) and Operating Rules Classes.
- Plan, budget and implement short and long term System Construction Training Programs on the Region.
- Perform periodic Safety Reviews, and Safety Observations of Signal Construction teams across the Region to ensure that all Federal and CSX requirements are followed.
- Direct all System Construction activities on the Region.
- Direct the application of the IDPAP guidelines for employee development on the Construction Region.
- Represent System Signal Construction in all Divisional activities. Miscellaneous activities and responsibilities as assigned by manager
Minimum Qualifications
- Bachelor's Degree/4-year Degree
- 3 or more years of supervisory experience in Signal Operations and/or Construction Management
Equivalent Minimum Qualifications
- High School Diploma/GED
- 5 or more years of supervisory experience in Signal Operations and/or Construction Management
Preferred Qualifications
- Bachelor's Degree/4-year Degree
- 7 or more years of supervisory experience in Signal Operations and/or Construction Management
Knowledge and Skills
- Knowledge of theory / performance characteristics of electronic devices and in-service testing
- Knowledge of safe job procedures and work methods
- Knowledge of Signal Systems, Mainframe and PC computer systems
- Knowledge of and ability to interpret the respective labor agreements
- Knowledge of accounting principles, practices, financial forecasting and analysis skills including net present value calculation for decision making
- Knowledge of CSXT Operating / Safety rules, Signal Standard, and Signal Rules & Instructions
- Project management skills including scheduling software
- Ability to understand/interpret legal compliance with Federal and State regulations regarding Signal Systems.
- Ability to create and understand circuit drawings and equipment specifications
- Ability to communicate effectively with audiences at all leadership levels
