The SPA Information Technology (IT) Department consists of over 40 IT professionals across the full spectrum of IT disciplines: end user support, infrastructure, engineering, applications cybersecurity, policy, and compliance. SPA IT is responsible for enabling our staff to offer differentiated global advisory and technical services in a highly regulated government-contracting environment, where data security is of paramount importance to SPA and our customers.
SPA has an immediate need for a Deputy Chief Information Officer (DCIO).
Responsibilities:
The Deputy Chief Information Officer will partner directly with the CIO and leadership team to perform the following key functions:
Provide the Vision & Strategy
- Guide the development of integrated technology strategies, enterprise architecture, and multi-year roadmaps that align with SPA’s vision, mission, and capabilities.
- Support the translation of the CIO’s vision and strategy into technology priorities in alignment with the CIO’s leadership team.
Lead and Oversee
- Provide oversight for all IT operations, including infrastructure, cybersecurity, enterprise applications, and end user support.
- Serve as a thought-leader, technology subject matter expert, and partner to the CIO.
- Represent the CIO on internal and external initiatives. Participate in formulating department priorities and positions on key technology issues.
- Promote compliance with regulations and policies, uphold professional standards,and maintain workplace integrity.
- Provide leadership and mentorship to IT teams, fostering a culture of innovation, collaboration, and technical professional development.
Key Project Execution
- Lead the execution of large-scale enterprise projects aimed at addressing business challenges and achieving organizational objectives.
- Foster effective stakeholder engagement, collaboration, and communication, keeping senior management and stakeholders informed of project progress and addressing potential concerns.
- Oversee master data management, access, and resourcing sharing initiatives to support digital transformation efforts.
Mergers and Acquisitions
- Support all elements of the M&A process, with emphasis on technology assessment and integration planning.
- Provide recommendations to optimize, streamline, or better posture the organization for future M&A activities.
Governance & Planning
- Develop enterprise IT governance frameworks supporting shared ownership of critical technology resources.
- Participate in resource planning processes, including the development of departmental annual operating plans, staff allocations, and budgets.
Qualifications:
Required Qualifications:
- Bachelor's degree in Information Technology or related technical field and 5 years of experience in Information Technology in supervisory roles.
- Knowledge, understanding, and experience with current and developing information technology trends and requirements for industries in the DoD, IC, and wider government services sector.
- Experience managing IT organizations regulated under DoD or DoD contractor cybersecurity frameworks (e.g., RMF, CMMC).
- Demonstrated experience overseeing application integration and data management initiatives, with a focus on streamlining corporate operations and improving end user experiences.
- Experience with strategic planning, developing budgets, IT project management, governance structures, and process transformation.
- Demonstrated ability to manage projects and implement technologies in environments operating at various classification levels.
- Experience managing team(s) with ability to motivate and inspire staff.
- Excellent communicator and listener, with ability to build relationships, community, and positively impact culture.
- Ability to synthesize information, business requirements, and stakeholder needs to make informed decisions and provide recommendations.
- Expertise in process development, continuous process improvement, financial management, budget preparation, and technical project management.
- Expertise and experience with master data management principles and developing strategies for the effective and efficient management of enterprise data.
Desired Qualifications:
- Master's degree in Information Technology, Business Administration, Technology Management, or a related discipline and 7+ years of Information Technology leadership experience.
- Prior experience leading modernization, data management, and digital transformation efforts within regulated IT environments.
- Demonstrated success partnering with operational departments working in the government or government services sector.
- Advanced project management skills and relevant certifications (e.g., PMP).
- Proficiency with service management, risk management, and other standards and frameworks applicable to GovCon IT systems (e.g., ISO, ITIL, RMF, FedRAMP, etc.).
