The Joint Office of the Secretary of Defense, Interagency Division provides expert support services to a range of customers spanning across the Department of Defense, Federal Civilian, and international markets. JOID provides a diverse portfolio of analytical and programmatic capabilities to help our customers make informed decisions on their most challenging issues.
SPA's NATO Allied Command Transformation Group within JOID provides capability development, portfolio management, program management, quality management, cost estimation analysis, standardization, reporting, software solutions and information management, and capability management support. We also provide an improved capability requirements capture process, including the generation, documentation and tracing of user requirements, with appropriate technical scrutiny, over the entire lifecycle of the requirements from capability definition through capability realization and capability usage.
SPA has an immediate need for a Operations Research Systems Analyst onsite in Norfolk, VA.
Responsibilities:
SPA is seeking a seasoned Operations Research Systems Analyst to work collaboratively with NATO Stakeholders to support OA Branch in ACT. The OA will be responsible for taking complex, technical information and translating it into an easily understandable format. Will support OA Branch in analysis and preparation of complex studies, systems analysis, Analysis of Alternatives for large complex programs, and preparation of documents in compliance with internal procedures. Will develop, draft, write, and edit documents. Translate technical information to clear, readable documents to be used by technical and non-technical personnel, and conduct research and ensure the use of proper technical industry terminology. Support workshop activities such as preparing briefs, risk analysis, and facilitating stakeholder engagements. Will establish and maintain excellent internal and external customer relations at all levels of the organization, while producing high-quality analysis that meets applicable standards and is appropriate for its intended audience and wide-spread publication.
Qualifications:
Required:
- Active Secret clearance.
- Minimum two examples in the last 10 years (minimum 3 years duration) in the field of military Operations Research/Operational Analysis/Systems Analysis supporting policy development, capability development, or acquisition.
- Bachelor’s degree with 2 in the last 5 years relevant experience in Operations Research, Mathematics, Physics, Chemistry, Engineering or equivalent quantitative degree, or a subject with focus on organizational or group decision-making. Alternatively, 5+ years of Operational Analysis/Operations Research experience conducting and leading analytical studies in a relevant military, strategic, political or international environment.
- Experience in designing, leading, and facilitating workshops involving technical and non-technical stakeholders and across multiple levels of seniority.
- Experience within the last 5 years determining Operational Analysis requirements, scoping problems for study, developing analysis plans, and delivering high quality outputs that influence senior decision makers.
- Experience in assessment frameworks including setting MoPs and MoEs, setting service delivery KPIs, or analysis supporting programmatic benefits management and planning.
- Experience gathering evidence and scoring effectiveness through-use of analytical methods to defense domain issues. Methods may include soft systems methods and elicitation of subjective evidence, wargaming, computer modeling and simulation, mathematical modeling, optimization techniques, and process mapping.
- Experience in risk identification, assessment, analysis, and management in a project and/or program planning environment.
- Experience producing or working with cost estimates, including cost estimating methodologies, methods, and processes.
- Experience within the last 10 years working in a strategic or operational military command or multinational organization.
