KBR is seeking a Senior MOSA Subject Matter Expert (SME) to serve as the principal technical advisor to the PAE Marine Corps Chief Engineer on all matters related to Modular Open Systems Approach (MOSA) implementation across the Marine Corps acquisition portfolio. This position provides strategic leadership, systems engineering expertise, and acquisition support to advance open architecture adoption and compliance with defense mandates. The selected candidate will support enterprise-level MOSA governance, develop implementation frameworks, and provide direct advisory services to Program Management Offices (PMOs). The role requires deep expertise in open systems standards, systems architecture, and acquisition strategies that enable interoperability, competition, and long-term sustainment. The successful candidate will influence technical and programmatic decisions across multiple stakeholders while supporting mission-critical modernization initiatives.
Roles and Responsibilities
- Act as the primary technical advisor supporting the PAE Marine Corps Representative at the DASN RDT&E Led Cross-PAE MOSA Working Group.
- Synthesize DON and OSW MOSA policies, directives, and mandates, and translate them into actionable PAE Marine Corps portfolio guidance.
- Draft executive summaries, decision memos, and technical briefing packages for the PAE Marine Corps Chief Engineer.
- Design and establish a unified PAE Marine Corps MOSA Implementation Framework to guide programs.
- Standardize processes for assessing conformance, identifying open standards, and establishing key interface control protocols.
- Develop an internal MOSA Toolkit for Program Management Offices, including sample Systems Engineering Plan language and Statement of Work templates.
- Conduct portfolio-wide stakeholder engagements, directly assisting Program Management Offices with tailoring and applying MOSA principles to specific acquisition programs.
- Review contractor deliverables, Interface Control Documents, and architecture models for compliance with open architecture mandates.
- Maintain deep domain expertise across defense open architecture initiatives, evaluating applicability to Marine Corps operational requirements.
- Support portfolio growth objectives by identifying emerging customer requirements, technology trends, modernization initiatives, and acquisition opportunities related to MOSA, open architectures, digital engineering, and systems interoperability.
- Collaborate with Business Development, Capture, and Program Leadership teams to develop technical strategies, shape opportunities, and support competitive positioning for new business pursuits and strategic growth initiatives.
- Contribute to white papers, technical volumes, capability briefings, customer engagements, and strategic communications that highlight KBR's expertise in MOSA, systems engineering, digital engineering, and enterprise architecture.
- Identify opportunities to expand MOSA implementation services, digital engineering capabilities, and open systems initiatives across existing programs and adjacent acquisiton portfolios to drive organic growth and increased customer value.
- Establish and maintain relationships with government, industry, academia, and standards organizations to position KBR as a trusted leader in MOSA strategy, governance, and implementation.
- Participate in industry forums, standards bodies, technical conferences, and customer working groups to increase KBR visibility, strengthen customer relationships, and identify future business and partnership opportunities.
- Support strategic planning activities, technology roadmaps, and enterprise modernization efforts that align customer mission needs with KBR growth objectives and market expansion goals.
- Other duties as assigned in support of mission and business requirements.
Basic Qualifications
- Bachelor’s degree in Engineering, Systems Engineering, Computer Engineering, Electrical Engineering, Computer Science, or related technical discipline.
- 15+ years of experience supporting defense acquisition programs, systems engineering efforts, or technical architecture initiatives.
- Demonstrated experience with one or more open architecture standards and hands-on operational familiarity with major DoW and open-industry standards (Example: Sensor Open Systems Architecture (SOSA), Vehicular Integration for C4ISR/EW Interoperability (VICTORY), Modular Open Radio Frequency Architecture (MORA), Future Airborne Capability Environment (FACE), Hardware Open Systems Technology (HOST), Open Mission Systems (OMS) / Universal Command and Control Interface (UCI), C4ISR/EW Modular Open Suite of Standards (CMOSS), Weapon Open Systems Architecture (WOSA)).
- Experience developing or reviewing systems architecture products, Interface Control Documents, technical standards, and acquisition artifacts.
- Model-Based Systems Engineering (MBSE) experience using SysML and Cameo modeling environments.
- U.S. Citizenship and ability to obtain or maintain an active Secret security clearance.
Preferred Qualifications
- Master’s degree in Engineering, Systems Engineering, Computer Science, or a related field.
- Experience supporting Marine Corps, Department of Navy, or other military service acquisition organizations.
- DAWIA certification or equivalent defense acquisition certification.
- Experience supporting business development, capture activities, strategic growth initiatives, or customer engagement efforts within defense acquisition or technology-focused organizations.
- Demonstrated leadership through participation in industry forums, standards organizations, technical conferences, white papers, or modernization initiatives related to MOSA, digital engineering, or open architectures.
Work Environment
- Location: On-Site (Quantico, VA), Hybrid
- Working Hours: Standard business hours
Scheduled Weekly Hours: 40 hours/week.
Compensation: $156,000-$190,000. The salary range posted is based on the national average. The offered rate will be based on the selected candidate’s location, knowledge, skills, abilities, and/or experience, contract affordability, and in consideration of internal parity.
Additional Compensation: KBR may offer bonuses, commissions, or other forms of compensation to certain job titles or levels per internal policy or contractual designation. Additional compensation may be in the form of a sign-on bonus, relocation benefits, short-term incentives, long-term incentives, or discretionary payments for exceptional performance.
