N98 Strike - Program Analyst, Senior
KBR is seeking a Program Analyst, Senior to provide Aviation Weapons System Support to the Navy's warfare requirements and resource sponsor community. This position supports weapons requirements development, programming, budget execution, and strategic planning activities related to Navy and Marine Corps aviation weapons systems. The successful candidate will serve as a subject matter expert and trusted advisor, supporting requirements officers through analysis, coordination, technical writing, budget planning, and executive-level communications to ensure warfighter requirements are accurately identified, prioritized, funded, and integrated into future capabilities development efforts.
Roles & Responsibilities
- Requirements Development: Maintain communication with Navy and Marine Corps weapons and fleet requirements officers regarding current and future capability needs. Support weapons requirements vetting activities, analyze existing NAVAIR systems and emerging technologies, and assist in the management of the Naval Munitions Requirements Process (NMRP) and Non-Combat Expenditure Allowance (NCEA) programs. Develop, review, and coordinate Joint Capabilities Integration and Development System (JCIDS) documentation, including Concepts of Operations, Capabilities-Based Assessments, Analyses of Alternatives, Initial Capabilities Documents, Capability Development Documents, and Capability Production Documents. Prepare technical analyses, executive briefings, and decision-support materials while coordinating stakeholder reviews and adjudicating comments through final approval.
- Programming: Advise Government stakeholders on program execution, out-year planning initiatives, Program Objective Memorandum (POM) development, and program requirements issue sheets. Develop issue papers, white papers, trade studies, and executive-level briefings to support decision-making and resource allocation. Coordinate with Program Executive Offices, Program Management Air offices, military services, and Joint Staff organizations to address interoperability requirements, integration efforts, and future capability development. Support Program Requirements Reviews and provide planning and analytical support for congressional testimony, budget submissions, and long-range weapons program planning. Maintain and analyze data supporting NMRP, NCEA, weapons training requirements, inventory management, and Foreign Military Sales activities. Provide data-driven recommendations to support funding decisions, acquisition strategies, and warfighter capability development. Manage and validate program information, support funding requests addressing capability gaps, and ensure critical requirements data is accurately maintained and presented to Government stakeholders.
- Budget Execution: Support financial planning, budget execution, and resource management activities across multiple aviation weapons programs. Utilize the Program Budget Information System (PBIS) to monitor changes in program funding and identify execution risks that could impact program performance. Collect, analyze, and interpret fiscal data to support informed decision-making, coordinate with NAVAIR program offices on budget exhibit submissions, and review financial documentation for discrepancies, vulnerabilities, and opportunities to improve execution and resource utilization.
- Subject Matter Expertise: Serve as a weapons systems resource supporting Department of the Navy weapons requirements, acquisition strategies, and programmatic initiatives. Collaborate with Aircraft Requirements Officers to align aircraft and weapons system requirements and support engagements with OPNAV departments, DoD organizations, government agencies, and congressional stakeholders. Manage data supporting weapons requirements development associated with Combatant Command threats and national priorities, provide operational, planning, management, and business analysis support, and develop alternative courses of action in response to Congressional, DoD, and Government inquiries. Draft official correspondence, executive-level briefing materials, and decision-support products while serving as a subject matter expert on Navy and Marine Corps aviation weapons systems, including air-to-air weapons, machine gun ammunition, rockets, direct attack weapons, stand-off land attack weapons, and stand-off anti-surface warfare weapons.
Basic Qualifications:
- Display an in-depth knowledge of the Planning, Program, Budgeting, and Execution (PPBE) process.
- Requires a final TOP SECRET security clearance.
- This position will require some travel to NAVAIR, supporting offices, and site visits to industrial facilities.
- Demonstrated a minimum of 10 years of experience with Navy/Marine Corps weapons systems, the NAVAIR acquisition process, and/or requirements development on the OPNAV staff.
- Mastery of Microsoft Office Suite to include producing complex and embedded graphs, and creating interoperability between program products in order to produce final executive-level briefing materials, presentations, and point papers as tasked by the weapons Requirements Officers.
Preferred Qualifications:
- Experience supporting OPNAV N98, NAVAIR, or Navy resource sponsor organizations.
- Direct experience with Naval Munitions Requirements Process (NMRP) and Non-Combat Expenditure Allowance (NCEA) programs.
- Experience developing JCIDS documentation and supporting capability development efforts.
- Knowledge of Navy weapons inventory management and Foreign Military Sales (FMS) programs.
- Experience supporting Program Objective Memorandum (POM) development, congressional budget processes, and defense resource planning activities.
Scheduled Weekly Hours: 40 hours/week.
Compensation: $109,000-$164,000. The salary range posted is based on the national average. The offered rate will be based on the selected candidate’s location, knowledge, skills, abilities, and/or experience, contract affordability, and in consideration of internal parity.
Additional Compensation: KBR may offer bonuses, commissions, or other forms of compensation to certain job titles or levels per internal policy or contractual designation. Additional compensation may be in the form of a sign-on bonus, relocation benefits, short-term incentives, long-term incentives, or discretionary payments for exceptional performance.
