Astrion has an exciting opportunity for a Telecommunications Project Managerto support the National Airspace Systems (NAS) program, which is within the Aerospace Management Systems Division (AFLCMC/HBA) and located at Hanscom AFB, MA.
The National Airspace Systems (NAS) Program provides a state-of-the-art, digital Air Traffic Control system through a Joint DoD/FAA interagency program. NAS will increase safety of flight, replace aging DoD ATC systems, provide identical service to military and civilian aircraft, reduce DoD flight cancellations/delays, and reduce maintenance.
This is a full time / salaried position located at Hanscom AFB, MA.
Responsibilities:
This position will provide project management support to Air Force Life Cycle Management Center/Surveillance and Separation (AFLCMC/HBAAS) Branch to manage the transition of USAF air traffic control (ATC) related telecommunications circuits from time-division multiplexing (TDM) technology to internet protocol (IP) based networking technology.
Duties include, but not limited to:
- Coordinate activities with Air Force Bases (AFB) and Major Commands (MAJCOM). Based on a national deployment schedule coordinated with the Federal Aviation Administration (FAA), the contractor will coordinate and track MAJCOM and AFB orders for appropriate IP replacement services.
- Review current TDM telecom connections to USAF ATC systems at approximately 100 air traffic control towers (ATCTs) and radar approach control (RAPCON) facilities and identify appropriate replacement IP services.
- Communicate government site preparation requirements to MAJCOMs and bases and, where needed, travel to bases to conduct site surveys.
- Brief MAJCOM and AFB personnel on the IP ordering process through the Defense Information Services Agency (DISA) Storefront
- Identify appropriate allocation of program funding for all sites. Track program funding and obligations.
- Maintain a detailed schedule of activities for each USAF ATCT and RAPCON to include ordering, site preparation, initial IP equipment installation, IP cutover, and TDM equipment removal and circuit decommissioning.
Qualifications:
Citizenship: Must be a US citizen
Clearance: Must have an Active Secret Clearance
Minimum Required Qualifications:
Education: Bachelor's Degree in a professional engineering discipline, with 5 years of directly related experience; preferably in a DoD setting. In lieu of a bachelor’s degree, 7 years of specific experience as described below.
Previous experience with telecommunications implementation and provisioning.
Experience with creating and tracking Telecommunication Service Request/Orders.
Demonstrated ability and experience planning, estimating, and managing activities for implementation of services such as those above.
Experienced user of Microsoft Office Products including Word, Excel, PowerPoint and Project.
Preferred Qualifications:
- Experience with FAA Telecommunications Infrastructure (FTI) ordering, provisioning, and technical capabilities.
Experience with creating and tracking Telecommunication Service Request/Orders within the Defense Information Systems Agency (DISA) Storefront.
Familiarity with wide-area networking (WAN), software-defined networking (SDN) and Multi-Protocol Label Switching (MPLS).
Familiarity with USAF MAJCOM-base organizational structures to include communications squadrons as relates to provision, operation and maintenance of on-base WAN/LAN capabilities including copper and fiber infrastructure.
Familiarity with USAF MAJCOM-base organizational structures to include Operational Support Squadrons as relates to operation and maintenance of ATC systems.
Familiarity with DoD and FAA air traffic control (ATC) system interfaces and data protocols is a plus.
