Position Summary
The OMES III team is seeking an experienced Integration & Test (I&T) Project Lead to provide technical and project leadership for spacecraft, instruments, flight hardware, ground support equipment, and associated environmental test activities at NASA Goddard Space Flight Center.
The Project Lead will coordinate and oversee I&T activities from planning through test execution, troubleshooting, and completion. The position requires a combination of hands-on I&T knowledge, engineering judgment, project leadership, schedule management, customer coordination, and the ability to respond to dynamic flight-project priorities.
The OMES III I&T scope specifically includes engineering and management associated with the integration of spacecraft, instruments, flight hardware, and ground support equipment. The work is primarily performed on-site at Goddard, with some work potentially occurring at contractor or other project facilities.
Key Responsibilities
- Lead the planning, coordination, and execution of spacecraft, instrument, hardware, and environmental I&T activities.
- Develop and maintain integrated test schedules, priorities, resource requirements, and execution plans.
- Support the OMES III program management office with status reports, staffing management, and other deliverables as specified.
- Coordinate technical activities across engineering disciplines, test facilities, flight projects, technicians, quality, safety, configuration management, and other stakeholders.
- Support test planning and execution, including development and coordination of task plans and cost estimates.
- Ensure I&T activities are performed in accordance with applicable NASA/GSFC processes, drawings, specifications, procedures, configuration controls, and project requirements.
- Identify technical, schedule, cost, resource, and facility risks; develop mitigation strategies; and elevate issues requiring management or customer action.
- Coordinate rapid-response activities to address unexpected test conditions, hardware issues, schedule changes, and emerging project requirements.
- Support procurement activities
- Coordinate hardware transportation and logistics associated with test and, when applicable, launch-site activities.
- Provide technical leadership to engineering and technician personnel supporting I&T operations.
- Interface directly with NASA customers, Task Monitors, project personnel, facility leads, and OMES III program/project leadership.
- Monitor progress and performance metrics and recommend corrective actions when necessary. The current I&T SOW specifically requires management of schedule, cost, and technical risk through progress monitoring, issue identification, and corrective action.
- Support weekly and monthly reporting of accomplishments, schedules, milestones, deliverables, risks, customer activities, and action items.
- Provide support for planned and unplanned I&T activities outside normal working hours when required to meet mission and test schedules. This type of schedule flexibility is expressly identified as inherent to current OMES III I&T work.
Required Qualifications
- Bachelor's degree or equivalent years of experience in Mechanical Engineering, Aerospace Engineering, Electrical Engineering, Systems Engineering, or a closely related technical discipline.
- Minimum 10 years of relevant integration, test, verification, spacecraft, instrument, or flight-hardware experience.
- Demonstrated experience leading multidisciplinary technical activities, projects, or I&T teams.
- Experience developing and executing test plans, procedures, schedules, and technical work instructions.
- Demonstrated ability to coordinate multiple organizations and engineering disciplines in a schedule-driven environment.
- Experience identifying and managing technical and schedule risks.
- Strong technical problem-solving and troubleshooting skills.
- Strong written and verbal communication skills, including the ability to communicate status, risks, priorities, and technical issues to customers and senior leadership.
- Ability to work on-site at NASA Goddard and support non-standard hours when mission or test activities require.
The five-plus-years flight I&T experience criterion and engineering-degree disciplines align with the current OMES III I&T task requirements.
Preferred Qualifications
- Experience supporting NASA, DoD, aerospace, spacecraft, instrument, or flight-hardware I&T programs.
- Familiarity with the GSFC Code 527 integration and test environment
- Experience with environmental testing or overseeing environmental testing schedules and staffing, including:
- Thermal Vacuum (TVAC)
- Vibration / Structural Dynamics
- EMI/EMC
- Mechanical integration
- Working knowledge of GSFC-STD-7000 (GEVS) and NASA/GSFC environmental verification processes. The current OMES III I&T SOW identifies GEVS and specific GSFC thermal vacuum, structural dynamics, electromagnetic test, and environmental-test processes as applicable references.
- Familiarity with GSFC configuration management processes.
- Experience developing procurement packages .
