Oracle Cloud Infrastructure is seeking a Lead Principal Data Center Facilities Development Manager to lead major equipment coordination, OFCI program oversight, and site logistics for the GoBig MI data center campus. This site-based IC5 role will oversee the Developer’s execution of Owner Furnished Contractor Installed (OFCI) equipment responsibilities and coordinate logistics supporting the Integrated Project Delivery Center (IPDC).
The role will align supplier manufacturing, factory testing, delivery, receiving, storage, preservation, and installation readiness with the integrated campus construction and commissioning schedule. Working across Oracle teams, the Developer, contractors, equipment manufacturers, and logistics providers, this individual will identify constraints, drive recovery plans, and resolve complex equipment issues.
This position will also support the site QA/QC Lead across all OFCI equipment, coordinating inspections, tracking deficiencies and corrective actions, and supporting completion of quality and turnover documentation. Success requires deep experience with major electrical and mechanical equipment, independent judgment, and the ability to influence cross-functional teams to protect schedule, cost, quality, and cloud capacity delivery commitments.
Internal Responsibilities
- Lead Oracle-side oversight of the major equipment and OFCI program for the GoBig MI campus, aligning equipment readiness with construction, commissioning, and capacity delivery milestones.
- Oversee the Developer’s execution of OFCI responsibilities, including delivery coordination, receiving, inspection, handling, storage, preservation, inventory control, installation coordination, and turnover documentation.
- Coordinate site logistics supporting the Integrated Project Delivery Center (IPDC), integrating equipment deliveries and movements with construction sequencing, site access, unloading capacity, lifting operations, laydown areas, and storage availability.
- Integrate supplier manufacturing, factory acceptance testing, shipment release, and required-on-site dates into the campus schedule. Identify constraints early and drive accountable recovery plans.
- Maintain consolidated equipment tracking and reporting that provides visibility into production status, delivery commitments, site readiness, inventory, deficiencies, and critical risks.
- Establish clear responsibilities and handoffs among Oracle, the Developer, contractors, manufacturers, and logistics providers, including custody transfer and resolution of shortages or shipping damage.
- Support the site QA/QC Lead across all OFCI equipment by coordinating inspection requirements, factory test records, receiving documentation, preservation records, and installation quality documentation.
- Drive responsible parties to resolve equipment deficiencies and nonconformances, coordinating supplier repairs, replacement components, retesting, and corrective actions in alignment with the QA/QC Lead’s acceptance requirements.
- Conduct site walks to assess equipment condition, storage and preservation practices, installation readiness, and adherence to approved plans and manufacturer requirements.
- Coordinate equipment manufacturer field support for installation, startup, and commissioning, and track equipment issues affecting system readiness through closure.
- Evaluate equipment and logistics risks for schedule, cost, quality, and operational impact. Present clear recommendations and decisions required to project leadership.
- Partner with procurement and commercial teams to address supplier performance, contractual obligations, warranty issues, and equipment-related cost exposure.
- Support completion of equipment turnover packages, including inspection and test records, warranties, operating manuals, and outstanding corrective actions.
- Establish repeatable controls, performance measures, and lessons learned that improve Developer execution and equipment delivery across the campus and broader OCI projects.
