Roles and Responsibilities:
- Support DASA DE&C International Acquisition Directorate resource allocation efforts for critical weapons systems (e.g., diversion requests, proactive prioritization) by drafting analyses that generate a recommendation for how to optimally distribute limited resources, balancing U.S. and foreign needs
- Field and process diversion requests from various stakeholders (e.g., PEOs, DASA DEC PRM, USASAC). Collaborate with these stakeholders on a regular basis as needed to advance the work.
- Complete steps required to adjudicate diversion analyses via EDRB forum or G-8 staffing, including but not limited to the following actions: issue RFIs, identify the initial trade space, draft the problem statement, generate courses of action, leverage Excel modeling to determine quantitative impacts of courses of action, and generate slide decks in PPT with key insights
- Share analyses and support discussion as needed at various working groups and IPTs to incorporate stakeholder points of view prior to senior leader decisional meetings (e.g., EDRB, ASARCs, CSBs).
- Draft talking points relevant to diversions/prioritizations for DASA DEC leadership engagement (e.g., EDRB, Governance Forums)
- Synthesize most pertinent diversion and prioritization components for senior leader briefings in advance of various engagements (e.g., 3-star Equipment Distribution Board, bilateral meetings with partners, strategic engagements with industry)
- Maintain and strengthen close relationships at AO level with PEOs, LCMCs, SAMDs, DASCs for coordination, deconfliction, and problem solving
- Support tasker responses by providing information regarding systems on a timely basis as requested by program manager
- Draft materials providing perspective of Army weapons system, capabilities, cost, schedule, performance, in support of partners upstream requirements and modernization
- Proactively work exportability planning through engagement with PEOs and participation as the International Acquisition Directorate rep to ASARCs, CSBs, etc.
- Collaborate with ASA(ALT) senior leaders and PEO stakeholders on a regular basis to advance the work.
- Issue RFIs, identify trade space, draft problem statements, generate courses of action, and generate slide decks in PowerPoint with key insights
- Maintain and strengthen close relationships at AO level with Tech Ops/TSFD, PEOs, LCMCs, SAMDs, DASCs for coordination, deconfliction, and problem solving
Basic Qualifications:
- Must possess a current Security Clearance (Secret level)
- At least ten (10) years of professional experience required
- Bachelor’s degree in a relevant field, a technical field is preferred
- Must be proficient in Microsoft Excel and PowerPoint
- Must have previous experience in developing and leveraging Excel models (e.g., for resource optimization or scenario / sensitivity analyses)
- Must have previous experience drafting documents and PowerPoint presentations for audiences of varying levels (e.g., working team and senior leaders)
- Must display strong organizational skills, attention to detail, ability to complete tasks on-time in fast-paced environment
- Must have strong written and verbal communication skills to support engagement with PEOs, LCMCs, SAMDs, DASCs, internal DASA DED, and EDRB program manager
- Must be comfortable leading with influence to drive progress, resolution of issues at peer and AO level
- Must possess critical thinking, creativity, and analytical rigor, including ability to deviate from a standard template / process when required, ask questions to pressure-test the status quo, and look “around the corner” to anticipate needs proactively
- Must be curious and have a learning mindset to either (1) expand on previous knowledge base or (2) build knowledge base of programmatic / system-specific knowledge, the acquisition lifecycle, and FMS case processes
- Program office experience supporting Army acquisition programs, technical knowledge of various Army programs, knowledge of Army’s Acquisition and Security Assistance Enterprise, or operational experience employing Army equipment and programs of record are all preferred qualifications
- Must be willing to work in a fast-paced environment
Preferred Qualifications:
- Experience as an Army Acquisition Office for a major weapons system
- Experience as an Army Product Manager or Assistant Product Manager for a major weapon system
