Technical Support Specialist
KBR, in support of the Volpe Center’s Mission IT Support (MITS) Services program, has several openings to support new FMCSA work. We are seeking a Technical Support Specialist that demonstrates experience in the analysis of user needs and the development of functional and non-functional requirements for web-based applications for the US Department of Transportation (DOT). Candidate must be able to obtain Public Trust Clearance. This position requires an individual to have resided in the United States for 3 out of the last 5 years.
Essential Job function
- Performs all activities associated with the design, development, implementation, maintenance, configuration management and quality control of software for scientific/engineering applications.
- Create prototypes and performs internal testing of software products.
- Respond to and resolve software discrepancies against documented requirements.
- Determine software maintainability and overall adherence to user requirements.
- Generate program design language and code based on department standards.
- Generate/update project documents.
- Analyzes and evaluates systems and devises computer specifications and systems for scientific/engineering applications to process data.
- Encodes, tests, debugs, and installs operating programs and procedures.
- Participates with engineering in the design, development, and utilization of scientific/engineering electronic data processing systems software.
- Provides analysis related to the design, development, and implementation of software for products such as utility software, development software, and diagnostic software.
- Participates in the development of engineering test strategies, devices and systems.
- BA/BS in mathematics, engineering, computer science, or other related field and 3+ years of related experience.
Basic Qualifications
- This position requires United States residency for three of the last five years.
- Must be able to be cleared for a position of Public Trust through the Department of Transportation.
- Bachelor's degree in business administration, information systems, or related field preferred 5+ years of related experience.
- Understanding of customer mission, strategic goals.
- Experience working with business processes and re-engineering.
- Experience working with various functional groups within an organization.
- Experience with structured analysis techniques; analysis and design of transportation system applications for various architectures (simple to complex); system application prototyping; operating systems and hardware interfaces; database structures, location, and data elements; and/or system benchmarking and performance evaluation.
- 3+ years of experience working directly with project sponsors and end users.
- Good communicator and adept at presenting

- Strong interpersonal skills to interact with stakeholders: sponsors, customers, end users, and trainers, as well as project technical staff.
- Superior writing skills.
- Seasoned project management professional, with experience managing both plan driven and change driven project methods.
- Experience with the full suite of MS Office tools, including Microsoft Visio.
- Experience with development support tools, such as MS Project, Team Foundation Server, Jira, and SharePoint.
- Experience using one or more of the following prototyping tools: Axure RP, Microsoft Paint, Microsoft Visio, etc.
