FMS Financial Analyst
The UAE PATRIOT requirements for FMS case financial management are above standard level of service due to intensive in-country budgetary procedures and billing verification and validation. Since 2009, when the UAE signed a multi-billion dollar case to become a PATRIOT International partner, they have worked closely, through the Security Administration Management Directorate (SAMD), with financial analysts in management and reporting of their FMS cases.
The FMS financial analyst has the following responsibilities:
- Financial oversight and management of complex Foreign Military Sales (FMS) program efforts in support of AMCOM SAMD. Will analyze FMS financial data processes, and assess processes for FMS cost, transactions, financial data documentation requirements, and program planning/scheduling. Will develop/enhance processes for preparation of and utilization of FMS financial databases, and processes for cost analysis and financial management of FMS cases. May travel to customer locations as required.
- Respond to taskers related to FMS funding such as funds availability inquiries, issuance of new funding and adjustment of funding types.
- Tracking and reporting of funding status, execution and delivery billing of FMS cases.
- Responding to frequent and highly detailed inquiries from UAE budget offices regarding billing anomalies and errors and initiating corrective action as required through coordination with SAMD, USG Project Offices, the United States Army Security Assistance Command (USASAC) and the Defense Finance Accounting Service (DFAS).
- Maintaining accounts with the USG financial systems, SOMARDS, GFEBS, DIFS, CISIL and SCIP and utilizing the FAST reports for case line, funding document and contract ACRN and CLIN level data analysis.
- Maintaining access to DSAMS, and PIEE (WAWF, SDW, CEDMS) for case development, execution and billing research actions.
- Providing recommendations for upcoming amendments and modifications, ensuring that all requirements are identified and covered.
- Having a working knowledge of reimbursable versus direct funding for management and forecasting of labor and Other Government funding.
Travel (CONUS and OCONUS) may be required (25%).
Requirements:
- Bachelor's Degree with 15+ years of experience
- Candidate must have an active secret clearance or be eligible to obtain and maintain one
- Financial Experience with PATRIOT Missile required.
