SUMMARY OF DUTIES:
The Capital Construction Manager (CCM) reports to the Senior Manager Capital Construction for the Central and Southeast Regions and is responsible for overseeing the construction phase of capital construction projects.
This Capital Construction Manager is Amtrak’s “on-site” representative during the construction phase of projects and may also manage an outside 3rd party Construction Management (CM) Firm if one is hired, to act as Amtrak’s agent.
The general duties of this position are to provide management level oversight of a Contractor/s or Amtrak Force Account (FA) management, during the construction phase a capital improvement project. Oversight is to be performed in accordance with the construction documents, and/or design modifications, to best meet the contractual objective of the projects and to complete the project work on schedule and within the established budget.
ESSENTIAL FUNCTIONS:
- Review and enforce contract and design documents. Assist with bid forms, pre-bid conferences, proposal evaluations, and award recommendations. Lead negotiations with consultants and contractors during the construction phase of projects.
- Direct, manage, and coordinate construction projects and programs to ensure that critical issues are addressed and resolved with appropriate back-up.
- Work with a Construction Management (CM) firm as needed to ensure that a General Contractor (GC) or Amtrak FA team execute the project in accordance with the agreed upon scope, costs and schedule.
- Oversee and monitor the work of CM firm for compliance with their schedule, budget, technical, safety, and legal requirements.
- Provide weekly and monthly project status reports addressing actual and forecast costs, schedules, change in project status, etc.
- Document and resolve design and field construction problems.
- Chair weekly progress meetings, record and distribute meeting minutes and report on contract status.
- Review contractor requests for change orders and work with the Contracting Officer (C.O.) to prepare contract change notices (PCO’s or C/O’s) with all justification documentation.
- Aid C.O.’s in negotiating technical aspects of PCO’s.
- Coordinate capital, reimbursable, and outside agency projects and programs with other departments as needed to ensure adequate support resources are available. Obtain track outages, labor clearances, and ensure the labor forces are available as planned and scheduled.
- Assist design projects with site walk throughs and track outages if needed for planning and scope development. Assist with construction estimates and schedule preparation as needed.
- Coordinate and collect testing, startup, commissioning, operation procedures and manuals for maintenance operations and procedures prior to final acceptance of projects.
- Recommend policy/procedure improvements.
- Document Lessons learned at the end of each project.
- Monitor claims and suggest ways to minimize.
- Coordinate work schedules around special events.
- Communicate and implement safety rules, policies, and procedures in support of the corporation's safety vision and goals; maintain accountability for the safety performance of all subordinate employees.
- Maintains, support, and promotes a safe work environment while complying with all of Amtrak’s safety rules, policies, and procedures.
- Ensure force account labor and related charges are properly documented and provided to the Finance department for billing and project cost purposes.
MINIMUM QUALIFICATIONS:

- Bachelor’s Degree required OR equivalent combination of training, education and relevant experience may be considered in lieu of a degree.
- 7-10 years of relevant experience preferred
- Significant experience in construction management of multiple construction projects and / or programs in an active railroad environment.
- Licensed as professional engineer or architect.
- Certified Construction Management (CCM)

- Combination of office and field environment.
- Position is subject to respond to emergencies in all weather conditions, 24/7.

The salary/hourly range is $113,200-$146,664, Pay is based on several factors including but not limited to education, work experience, certifications, internal equity, etc. Depending on an employee’s assigned worksite or location, Amtrak may consider a geo-pay differential to be applied to the employee’s base salary. Amtrak may offer additional incentive and pay programs to recognize and reward our employees, including a short-term incentive bonus based upon factors such as individual and company performance that is commensurate with the level of the position and/or long-term incentive plan compensation.
