KBR is seeking a Manager of Procurement & Subcontracts who will be responsible for leadership and management of the KBR Government Solutions U.S. - Science and Space Divisions procurement team. The selected candidate will support success of the team including developing strategies to ensure compliance and quality while working vigorously to demonstrate customer value by providing cost-effective solutions to our shareholders and clients.
Responsibilities will include (but not limited to):
- Leading a team of 6-10 buyers with responsibility for all aspects of procurements including cost, schedule, and performance parameters
- Reviews procurement support documentation in accordance with the company’s Contractor Purchasing System Review (CPSR) approved procurement system and insuring acquisition determinations are in the best interest of the government and KBR
- Is responsible for staff compliance and coaches for improvements or corrective actions, as needed
- Ensures procurement processes support developed Compliance goals
- Building capabilities of team members through mentoring, coaching and where necessary, performance management
- Ensures standardization and consistency of processes and documents
- Assumes an active role in administration and management of procurement actions
- Will engage and support change management including improvements in procurement compliance and subcontracting processes
- Manages activities to support special circumstances such new business proposals and phase-in activities for new prime contract awards
- Leads advance acquisition planning for large or complex procurements
- Demonstrates working knowledge of Federal Acquisition Regulations and Defense Federal Acquisition Regulation Supplement (FAR/DFARs)
- Maintains a working knowledge of KBR’s procurement, policies
- Reviews and interprets metric data; anticipates unfavorable events through analysis of data and prepares control strategies
- Has hiring, firing, promotion, and compensation authority within own organization, in accordance with company procedures and up line management review and approval
- Responsible for the development of a team, succession planning, coaching, training, and guidance when needed
- Positively supports and communicates changes in procedures, concepts, practices, and approaches
- Advocates transformation and change management
- Professionally represents the organization during interfaces with all levels of internal and external stakeholders
- Be the initial escalation point when customers do not feel they are receiving satisfactory service
- Actively engages in regular management meetings; makes recommendations for and facilitates efficiencies and changes
- Supports special projects as assigned
- Will report to the Director of Procurement & Supply Chain within the KBR Government Services U.S. Science and Space business unit
Required Education, Experience, & Skills:
- Skills required for this position are typically acquired through the completion of a 4 year undergraduate degree in supply chain management, business administration, or related, with minimum of 10 years procurement experience, and a minimum of 5 years related leadership experience
- Or a combination of education and directly related experience equal to 18+ years if non-degreed, with minimum of 5 years leadership experience
- Minimum 8 years subcontract/procurement experience in support of U.S. Government requirements
- Possess Strong negotiation, critical thinking, and problem-solving skills
- Experience with an Enterprise Requirements Planning (ERP) System
This is a position of significant authority and requires a background check.
