The project is a major a mixed-use development aiming to be a global landmark recognized for its unique vision and position as an authentic destination in Riyadh. The community will be a distinct, self-sustaining hub for Riyadh offering several iconic assets. KBR will provide Project Management Consultancy services in project planning, controls, design and engineering management, and implementation of the development and early works packages.
THE ROLE
Reporting to the KBR OHSE Director and responsible for the oversight and management of the Occupational Health and Safety performance of the programme.
MAIN RESPONSIBILITIES
- Contribute to the development of the Project/programme specific OH&S Plans in line with DC OHSMS and contractual obligations.
- Positively engage with any competent authority, with DC alignment, during any site visit.
- Ensure that DC OHSMS, including OH&S Manual, Procedures, and Minimum Requirements in addition to all applicable Saudi laws, and Regulations/ Ministerial Decrees are followed by all concerned parties at the assigned projects.
- In addition to the Site Mandatory OH&S Orientation /Induction, the OH&S Manager shall plan and undertake, and record OH&S training for their teams.
- Establish and undertake Construction Supervision Consultants and Contractors competence training and evaluation process and advise the OHSE Director on the findings.
- Confirm Construction Supervision Consultants and Contractors allocation of adequate resources and competency of OH&S staff through formal interviews in line with DC competency requirements.
- Manage vacations and leaves of the Construction Supervision Consultants and Contractors to ensure always appropriate site OH&S cover.
- Ensure that all MSRAs are reviewed and approved by the Construction Supervision Consultants and validated by the OH&S Manager.
- Ensure that OH&S issues that are addressed in progress meetings receive the highest attention and actions are followed up and closed out at appropriate time.
- Ensure that all reportable incidents and breaches of the Project OH&S are reported in accordance with DC OHSMS and Saudi Arabia legal requirements to concerned authorities, based on the guidance and alignment of DC.
- Ensure that all incidents are thoroughly investigated, and detailed reports with recommendations are forwarded to the OHSE Director as per the approved time frame.
- Ensure project OH&S weekly & monthly reports are reviewed, validated and forwarded to DC in the approved format and time. This will include KPI's, statistical information for analysis and proactive trending.
- Prepare and implement an OH&S proactive monitoring programme, including but not limited to inspections and site assessments, OH&S meetings, workshops, and presentations within the assigned project.
- OH&S Manager shall lead the OH&S issues and participate effectively in OH&S audit, inspection, and meetings along with Construction Supervision Consultants, in addition to producing all relevant reports.
- Issue OH&S Enforcement Notice as and when needed within the assigned project.
- Prepare and disseminate OH&S alerts/bulletins in conjunction and approval of the OHSE Director.
- Ensure all project related OH&S Plans and documents are up to date.
- Review and approve project's Construction Supervision Consultants OH&S related documents and procedures such as OH&S plans, OH&S enforcement notes and close out, Inspections, OH&S Management Walk and Audit close out.
- Provide recommendations to the OHSE Director to issue OH&S appreciation certificate or letters to recognise good OH&S performance and achievements by Construction Supervision Consultants and Contractors.
- Monitor the performance of Construction Supervision Consultants and Contractors with respect to Health, Safety, and Environment.
- Provide leadership and direction to managers and professional staff within the programme team on Occupational Health and Safety related matters.
- Ensure compliance with KBR internal HSE requirements.
EXPERIENCE, SKILLS AND KNOWLEDGE
- BSc. Engineering / Equivalent (Preferred)
- NEBOSH Diploma or equivalent (NVQ5/BSC Diploma)
- NEBOSH IGC and Construction Certification or equivalent
- IOSH, IIRSM or Equivalent (Preferred)
- Minimum 8-10 years overall experience
- Minimum 5 years’ experience in a similar role
- Minimum 5 years working experience in Middle East
- Excellent report writing and communication skills
- Experience of working with a multi-nationality team
- Experienced user of MS Office
- Arabic speaking advantageous
- Experience of major projects in the Middle East preferred
- Driving License
