PenFed is hiring a (Hybrid) Business Controls Lead at our San Antonio, Texas; Omaha, Nebraska or Eugene, Oregon service center. The primary purpose of this position is to develop, design, and implement solutions to align with the regulatory compliance, risk management and operational effectiveness strategy of PenFed Operations. This position will be supporting the business “First line of Defense” (FLOD) and will act as the subject matter expert and collaborate across business lines including Compliance, Enterprise Risk Management, Audit and Legal to identify, build and strengthen controls for the Operations division. This position will work to assure processes are compliant with regulatory and operational guidelines.

Monitor adherence to internal policy and procedure and regulations including Federal and State as well as National Credit Union Administration and Consumer Financial Protection Bureau requirements.
Collaborate with business areas and Three Lines of Defense with identifying issues, developing action plans, and executing action plans from issues that surface within internal or external reviews and audits.
Develop, aggregate, and effectively communicate necessary management reporting on the risk and control environment.
Provide support and respond to audits from internal or external auditors. Assist with facilitation of action plan development related to those audits.
Provide system and operations recommendations related to business controls to promote continuous improvement of audit and compliance posture within Operations organization.
Engage with Compliance, Enterprise Risk, Legal, and other departments within the credit union to meet strategic goals.
Provide support for Operations-related policies and procedures and assist with change management processes to keep policies and procedures current.
Monitor quality of business areas through vendors, quality assurance routines and control reporting to identify risk trends and opportunities.
Engage in testing coordination support and maintain updates for Business Continuity activities.
Maintain expert knowledge of financial services industry including member service, loan and deposit products, digital services, and collections, and recommends changes to benefit the credit union, members, and staff.
Identifies and manages existing and emerging risks that arise from the Operations business area.
Identify, document, measure, monitor, and control risk associated with business activities.
Monitor and tracking business process controls for mitigation of risks outside of risk appetite for the business.
Actively engage in continual departmental process improvement.
Assist with Operations Risk, Control Self-Assessments, process inventory, and process mapping.
Train and mentor existing and new employees/contractors on quality controls and developing a quality driven culture.
This role is responsible for ensuring business continuity.
Qualifications
Equivalent combination of education and experience is considered.
Bachelor’s Degree in Business or a related field is required.
Minimum of eight (8) years of progressively responsible experience in operations, risk or audit control environment is required.
Experience mapping business processes using Visio or like technology is required.
Experience with control testing to include testing of design and operating effectiveness.
Experience with facilitating meetings/workshops with relevant stakeholders to include executive management related to risk and control activities.
Familiarity with working in Archer as a GRC platform.
Experience with financial services operations (products, services, collections, branch and/or service center operations, etc.) is required.
Familiarity with operational laws and regulations, including but not limited to Reg CC, DD, E, and Z, BSA, CIP, and UDAAP, is preferred.
Advanced knowledge of Microsoft Office tools is preferred.
Detail-oriented with strong organizational skills with the ability to manage or lead multiple projects effectively.
Work Environment
While performing the duties of this job, the employee is regularly exposed to an indoor office setting with moderate noise.
Most roles require working in an office setting with moderate noise and the ability to lift 25 pounds.
Travel
Ability to travel to various worksites and be on-call may be required.
