Capability Life Cycle Manager (CLCM)
The CLCM is integrated into the System Program Office (SPO) and contracted to deliver through-life asset management of Products being supported (PBS). The CLCM performs asset, sustainment and engineering functions to optimise availability and Total Cost of Ownership (TCO) and minimise risk through life of the PBS. The CLCM works collaboratively via the SPO with Regional Maintenance Centre’s (RMC) to plan maintenance activities and installation of capability upgrades. The CLCM works collaboratively via the SPO with the Design Services Contract (DSC) to plan and execute engineering changes and services. The CLCM delivers functions against the contract scope across the Asset Class Enterprise to support Defence Maritime Capability.
The Opportunity:
The Mechanical Field Engineer is a Subject Matter Expert (SME) that provides specialist knowledge on Mechanical systems, provides mentorship to fellow Mechanical Engineers supporting CLCM engineering activities.
The Mechanical Field Engineer works collaboratively and provides guidance to all stakeholders on technical matters including but not limited to Mechanical systems like Sea Water, Fresh Water, HVAC, hydraulic and pneumatic systems, mechanical handling/lifting equipment on the PBS.
The Mechanical Field Engineer holds an Engineering delegation, executes risk based technical advice on sustainment activities in support of the ACSSPO Principal Engineer on PBS.
Responsibilities:
- Deliver engineering activities to ensure compliance with approved policy, plans and processes. Conduct work to the requirements of the Engineering Management Plan and individual CSC task plans.
- Exercise technical oversight and assurance over the engineering activities via the cycle of systems engineering, configuration control and materiel support processes.
- Provide governance of technical certification of systems including compliance with standards, specifications and regulations and assuring fitness for purpose on delivered systems.
- Manage the required systems engineering process including requirements engineering, integration engineering, verification and validation, test and evaluation, mechanical, electrical, structural and safety engineering.
- Develop tasking statements for design tasks to be executed in accordance with the planned schedule.
- Work within a multidisciplinary team to develop requirements and solutions to the requirements in the context of Engineering Change Management, Configuration management, Systems Safety and Certification.
- Review engineering design task deliverables and conduct associated technical Design Reviews.
- Verify new Request for Problem Resolution (RPR) against the approved Requirements baseline, Certification Basis and Safety Case on the PBS.
- Manage Request for Variations (RFV) assigned prior to expiry date to Return to Standard (RTS), Make Permanent or cancellation.
As the ideal candidate you will bring:
Essential:
- Bachelor of Engineering in Mechanical or a related discipline.
- Eligible to obtain SQEP Engineering Delegation Authority within an Authorised Engineering Organisation (AEO).
- Highly developed organisational and analytical skills.
- Hold, or be eligible for, membership of a recognised professional body and registration as Chartered Engineer.
- A minimum of 7 years related experience, with typical experience ranging from 10-15 years.
- Must be eligible for ITAR clearance of relevant ship systems.
Desirable:
- Experience in a Department of Defence design delivery.
- Experience in marine design or maintenance.
All candidates will be required to hold and maintain an active Baseline Defence Security Clearance. Only candidates holding a Baseline Clearance or above should apply.
