What are we looking for?
Key leader responsible for the team of developers, analysts and testers to build and deliver high quality technical solutions to enable our Vision Managed Care business. The role will work closely with business and operations stakeholders, as well as their technology peers. The VP will have accountability for the application development and testing of the core vision platforms, digital portals and mobile applications. They will own the relationships with key vendors that provide development and support for our core applications. In addition, they be responsible for the management of their budget, alignment with service level agreements, and the talent development and leadership of their team. They will be accountable for the application technology roadmap including a migration off of legacy applications to more current in house /or vendor solutions.

- Builds relationships with executive colleagues, from all areas of the company, to ensure that IT activities/assignments are in alignment with current business objectives, as well as the long term strategy
- Leads by example, demonstrating behaviors that align with corporate goals and policies, takes accountability, and keeps the customer at the center of all we do
- Manages the capacity of the team, and partners with the ePMO, business leaders, and other Technology teams to prioritize the assignment of resources/capacity.
- Stays abreast of vendor technology roadmaps, and develops long term plans for applications which align with the organization’s strategyContributes to the annual budge planning and forecasting of financials, while providing active management to ensure that time reporting from associates is completed with integrity, and meets the needs of the organization
- Creates succession and cross training plans for team members, and actively manage the risks associated with single points of knowledge on the team
- Works with the Enterprise Architecture team to create a technology roadmap, , API strategy and integration strategy to support the evolving needs of the enterprise
- Develops a team documentation strategy, including maintaining the documentation for all critical applications within the portfolio
- Conducts regular meetings with direct reports, and their teams, to allow for open and effective communication, including the cascading of messages from leadership and gaining insights from the team
- Creates and manages annual development plans for direct reports, and reviews and approves the development plans direct reports create for their team members
- Ensures team members comply with corporate mandates and adhere to corporate policies
- Ensures standardization of the IT tools, platforms, off the shelf, third party, and internally developed software solutions
- Leads and manages the adoption and application of a standardized software development lifecycle (SDLC) management methodology, and roadmap applying best practices – with an eye towards Agile
- Critical in the selection and management of vendors to provide low-cost, high efficiency, valuable solutions, which are size-appropriate for the current environment while being able to expand as the organization grows

What’s necessary to do the job?
- Bachelor Degree in Computer Science, Information Systems, or related field; or equivalent combination of experience and education. Advanced degree preferred
- Fifteen (15) plus years of experience in leading teams, performing software application development, and related project management accountability in a complex business operation, with a demonstrated track record of successful delivery leadership
- Experience with modern technologies driving applications to the cloud, utilizing DevOps and other advanced processes methodologies
- Experience with large scale migration activities including moving blocks of business to new platforms due to consolidation, modernization or to take advantage of new capabilities
- Experience in managing financial budgets for IT teams.
- Experience in multi-site operations, large member population applications, healthcare and/or managed care industry. Experience in both commercial and government sectors of the managed care industry is preferred
- Experience in both small and large companies is preferred, as is an appreciation of the process and structure necessary to achieve success in a dynamically changing growth environment with a history of significant integration requirements
- Proven experience performing “build vs. buy” evaluation, assessment and selection of software application solutions and required integration
- Successful solutions implementation and management of applications, web based portals, and web services integrated with legacy system are a strong plus, as is a strong base of experience of utilizing standardized integration tools
- Proven ability to utilize analytical skills, independent judgment and creative problem-solving techniques to make critical application architecture technical calls and resolve problems through thorough analysis
- Demonstrated Technical Delivery Excellence (thought leadership, on time delivery, SDLC management, project and program management)
- Demonstrated ability to communicate effectively with peers, teams, and C-level resources
- Demonstrated passion around people development, associate engagement, and achieving company goals
- Demonstrated ability to build teams, transition knowledge to new team members, develop teams and manage people leaders
- Demonstrated ability to build relationships with the business and articulate business challenges facing managed care companies
- Demonstrated experience in cultural transformation of an IT organization preferred
- Ability to develop and energize technical, multidiscipline, high-performance work teams, coupled with excellent influencing, organizational and communication skills
- Experience within process driven organizations implementing ITIL, CMMI, Lean/Agile and other process driven methodologies driving efficiency and cost reductions
- Proven ability to drive modernization of legacy applications, rationalizing a complex application stack and gaining efficiencies while developing scalable, efficient and effective business applications
- Ability to initiate immediate interaction, coordination, and collaboration with team members, clients, and customers
- Must be a team player with a positive “Whatever it Takes” attitude
- Proven solutions leader, who possesses excellent interpersonal, negotiating, visual presentation, and marketing skills to work with users, senior management, and vendor personnel on significant matters requiring coordinated activity across organizational lines

All incentives and benefits are subject to the applicable plan terms. The salary range for this role is ($235,000.00 - $245,000.00)
