SUMMARY OF DUTIES:
Senior Engineer Civil Design – This position directs, manages, and provides oversight of System Track geotechnical, slope stability and surface drainage projects. They are a technical resource for the Division Engineers and Engineering Production (Undercutter, Tie Laying Machine, High-Speed Surfacing, Switch Exchange System). They may represent Amtrak Engineering at meetings with federal, state and local governments and commuter rail agencies. They review engineering designs by consulting engineers for Amtrak projects and for third-party construction on, or adjacent to Amtrak right-of-way.
ESSENTIAL FUNCTIONS:
- Review and comment on consultants submitted designs impacting Amtrak’s Right-of-Way.
- Perform reviews and comment on track monitoring plan Submittals.
- Oversee contractor field work for subsurface exploration and instrumentation.
- Prepares scopes of work for subsurface exploration, monitoring, and design of both geotechnical and drainage projects.
- Assist Amtrak procurement in solicitation, bidding, and proposal review proposal reviews for geotechnical and drainage projects.
- Communicate with maintenance and production personnel on slope and drainage issues. Lead site visits and record field notes for the record.
- During site visits, identify hazards or potential projects that are beyond the scope and ability of maintenance and production personnel.
- Assist in the planning of maintenance and production projects by providing technical knowledge of slopes and drainage.
- Occasionally work nights on weekends in support of maintenance and production projects.
- Lead contributor for progressing geotechnical and drainage design projects. Responsible for aspects of technical, scope, schedule, and budget.
- Assist the Project Delivery Group in technical aspects of construction projects. Including site inspection, RFI and submittal review
- Maintain Amtrak’s geohazard inventory by preforming rock fall rating system and other visual assessments of geotechnical and drainage features on the Right-of-Way.
MINIMUM QUALIFICATIONS:
- Bachelor’s Degree in Civil Engineering and at least 5 years relevant, progressive work experience, or
- 10 years of relevant, progressive work experience in track construction and design.
- 5 years of experience in civil design on railroad track projects.
- Professional Engineer’s license in one of the States along Amtrak’s Northeast Corridor or willing to obtain with 3 years of hire.
- Qualified in AMTRAK RWP and AMT II, and NORAC.
MINIMUM KNOWLEDGE, SKILLS, AND ABILITIES:
- Experienced in railroad track design and construction with emphasis on geotechnical and drainage issues or equivalent highway design/construction experience.
- Experienced in Microsoft Office (Outlook, Word, Excel and Power Point).
- Experienced in ArcGIS geographic information system software.
- Experienced in .pdf file review software such as Adobe Acrobat or Bluebeam Revu.
- Good written and verbal communication skills.
- Attention to detail and completeness.
PREFERRED QUALIFICATIONS:
- Participation in AREMA, TTCI, ASCE, or other technical society.
- Experience in track maintenance and construction.
- Experience with railroad operations.
WORK ENVRIORNMENT:
- Most work is performed in an office environment in Philadelphia 30th Street Station.
- Occasionally, field work is required, which means working nights, being out in inclement weather, being exposed to high-speed trains or heavy construction equipment and doing extensive walking.
- Work hours vary from day-to-day and week-to-week as project deadlines move.
- Travel: 25 to 75% depending on time of year.
COMMUNICATIONS AND INTERPERSONAL SKILLS:
Must have excellent oral and written communication skills.
The salary/hourly range is $103,700-$134,460. Pay is based on several factors including but not limited to education, work experience, certifications, internal equity, etc. Depending on an employee’s assigned worksite or location, Amtrak may consider a geo-pay differential to be applied to the employee’s base salary. Amtrak may offer additional incentive and pay programs to recognize and reward our employees, including a short-term incentive bonus based upon factors such as individual and company performance that is commensurate with the level of the position and/or long-term incentive plan compensation.
