SUMMARY OF DUTIES:
The Facilities Design group directs the design of building and yard facility upgrades and state of good repair improvements within Amtrak’s 50+ nationwide, multi-building maintenance of equipment (MoE) and maintenance of way (MoW) yard facilities. This position has a hybrid multi-role function within the Facilities Design team under Amtrak Engineering Services’ Structures Department.
Role 1 – Design Manager (30-50%): This position will function as the Design Manager (DM) of multiple multi-discipline projects primarily utilizing outside A/E consulting support. This includes managing all core functions of design including onsite requirements gathering, scoping, drawing production and design reviews in coordination with both internal Subject Matter Experts (SME) and external architecture/engineering firms and consultants. Tasks include performing field evaluations, scope of work preparation, specification writing, and supervision of bid package development, including construction budget and schedule estimating. As a multi-discipline DM, this position requires an adequate breadth of general architectural / engineering design knowledge to provide multi-discipline oversight, coordination and review during the design package development and milestone review process, with the discipline-specific support of other Amtrak team SME’s as needed. This role collaborates with internal stakeholders, including law, real estate, digital technology, sustainability, environmental, historic preservation, transportation, mechanical, and engineering, as well as external stakeholders such as local and state agencies, utility companies, the Federal Railroad Administration (FRA), state and federal historic preservation entities, and freight / commuter railroads, to execute projects.
Role 2 – Subject Matter Expert (20-40%): This position will function as a Subject Matter Expert (SME) within their field. As an SME, the candidate will be the technical lead reviewer within their specialty for their own projects, other team members’ projects, and 3rd party / major capital designs. Facilities SME’s are also often engaged by members of Amtrak’s maintenance arm to help troubleshoot and solve field issues and identify future necessary capital improvements. SME’s are often called upon to revise template specifications and Amtrak Engineering Practices on topics within their expertise.
Role 3 – Standards and Technology (S&T) Lead (20-30%): This position will manage an emerging Asset Management program in the Facilities space by coordinating condition assessments and field data gathering while working with other departments to evaluate and integrate the data with Amtrak’s existing Enterprise Asset Management (EAM), GIS, and/or other Computerized Maintenance and Management Systems (CMMS). Additionally, the position will help build out and manage the Engineering Practices (internal standards) under the group’s authorship as well as the Facilities SharePoint Design Hub that houses the project database, site and asset list, specification templates, and work bank.
ESSENTIAL FUNCTIONS:
Design Manager:
- Lead the design of individual projects including tasks like: requirements gathering, on-site evaluations, scope development, development of schedule and cost estimates, production of construction documents and specifications, and coordinating design alignment and collaboration between impacted stakeholders.
- Manage external architectural and engineering resources
- Create, lead, and provide technical review on capital design projects
- Provide technical support during construction and respond to submittals, RFI’s, and change order requests.
SME
- Ensure project compliance with Amtrak policies, standards and guidelines and all applicable federal/state/regional regulatory agency requirements and codes.
- Ensure alignment with project requirements and constraints.
- Lead the review of engineering designs prepared by outside agencies, for projects to be constructed on Amtrak property, to ensure compliance with Amtrak and industry standards.
- Provide technical expertise to field engineering and maintenance staff.
- Self-perform design services on small Facility design projects with limited oversight.
Standards & Technology Lead:
- Manage, coordinate, collate, and integrate the execution and data delivery of a nationwide condition assessment and data collection effort to initiate lifecycle tracking and proactive maintenance / renewal of capital Yard / Facility assets via a CMMS
- Manage the drafting, editing, version control and digital storage of the Facilities Engineering Practices
- Manage and grow the capabilities of the Facilities team SharePoint site in coordination with cross-function stakeholders throughout Amtrak
MINIMUM QUALIFICATIONS:
- Bachelor’s Degree in Engineering or Architecture.
- 7 – 10 years of relevant experience.
- Experience in design, construction, and project management for industrial or institutional facilities.
- Experience in management and leadership of multi-discipline design projects using outside architecture and engineering consulting firms.
- Extensive understanding of building codes, design specifications, and recommended practices.
- Demonstrated experience working in a matrix organization wherein support is provided across the company to functional leads, projects managers and field-located end users.
- Experience working within, and configuring, a SharePoint ecosystem.
MIMINUM KSA (Knowledge, Skills, and Abilities):
- Thorough knowledge of building design procedures, building M/E/P systems, building materials and systems, construction procedures and detailing. Proficiency with the design process from inception through bids and EOR construction support.
- Excellent verbal and written communication, organizational, collaborative and relationship building skills with demonstrated experience both within and outside an organization.
- Demonstrated experience in developing biddable design and construction documents
- Demonstrated technical experience or equivalent knowledge of asset management systems, asset hierarchies, and data integration.
- Superb technical capabilities and understanding of data structures and program architecture to support build-out of the Facilities Asset Management program and SharePoint Design Hub.
- Must be able to initiate work from a bare problem statement and perform / manage all investigation, design and contract packaging to drive toward an efficient result with minimal impact to operations.
PREFERRED QUALIFICATIONS:
- 10+ years of relevant experience
- Licensed Professional Engineer (PE) or Registered Architect (RA)
- Structural engineering focus
- Master’s Degree
- Prior work experience as an Owner’s Representative performing all phases of development including planning, scoping, budgeting, estimating, constructing, and project close-out in a fast-paced environment with projects ranging in size and complexity.
- Knowledge, understanding and prior experience of passenger rail operations, business functions, design / construction processes, and infrastructure requirements.
- Prior work experience writing RFP’s, bidding, and contracting with outside architecture and engineering consulting firms.
- Institute of Asset Management (IAM) Certificate or equivalent knowledge / experience managing or performing data gathering and integration in support of an asset management program.
- M365 SharePoint and/or Power Platform experience or certifications
- Familiarity with architecturally and historically sensitive facilities.
WORK ENVIRONMENT:
Travel up to 25%, must have a valid driver’s license

Must have excellent oral and written communication skills.
The salary/hourly range is $124,600-$161,352. Pay is based on several factors including but not limited to education, work experience, certifications, etc. Depending on an employee’s assigned worksite or location, Amtrak may consider a geo-pay differential to be applied to the employee’s base salary. Amtrak may offer additional incentive and pay programs to recognize and reward our employees, including a short-term incentive bonus based upon factors such as individual and company performance that is commensurate with the level of the position and/or long-term incentive plan compensation.
