SUMMARY OF DUTIES:
Play a pivotal role in the success of the Northeast Bridge Team portfolio on mega projects including the Connecticut River Bridge, Livingston Avenue Bridge as well as other future projects. The Senior Project Controls Manager is responsible for developing, using, and improving existing enterprise tools, systems and work processes to drive effective management control and reporting on cost, schedule, quality and progress measurement for a high complexity project or a moderate complexity program. Individuals in this role may act as a Master Scheduler and/or Master Risk Manager and develop project dashboards, cost, and resource performance reports, change logs and risk registers in close collaboration with Executive Sponsors and Senior PMO Leaders at the portfolio or mega program level. Senior Project Controls Managers work under minimal supervision with matrixed subordinate team members and direct reports.
The successful candidate will help lead the execution of challenging, signature bridge projects through both design and construction. This candidate shall deliver safe, on-time, cost-effective and high-quality projects for Amtrak.
ESSENTIAL FUNCTIONS:
• Work with Project/Program team and leadership to build risk management strategy.
• Lead the Project/Program team through risk, issue, and opportunity management.
• Maintain master Project/Program risk register.
• Track potential changes, ensuring estimates of cost and schedule changes are given visibility with the executive sponsor.
• Integrate cost and schedule data as well as information for vendors and external entities to facilitate risk, schedule and budget performance reporting.
• Develop reporting mechanisms, dashboards and presentations about project performance indicators and feed this data to ensure a cohesive picture of the Project/program and/or portfolio.
• Drives evaluation and impact assessment of identified project risks to enable project team with applicable data for development of risk mitigation plans and contingencies.
• Develops and maintains Project/Program risk control tools and workflows.
• Partners closely with business partners to assess new and ongoing projects to determine readiness for governance stage gates.
• Work with Project/Program team and leadership to build risk management strategy.
• Lead the Project/Program team through risk, issue, and opportunity management.
• Maintain master Project/Program risk register.
• Track potential changes, ensuring estimates of cost and schedule changes are given visibility with the executive sponsor.

• Supports Executive status review meetings, Governance and Change Control Boards.
• Manages Controls data via EPPM, SharePoint or any other approved EPMO systems and tools.
• Adheres to Amtrak Enterprise Project Management methodology. · Perform change management duties as needed.
Decision rights:
• Responsible for all activities detailed above, while consulting with relevant project controllers (e.g., cost, schedule) and receiving approval from Project Director on any areas impacting project work.
• Ensures project progress by measuring the variance in scope, schedule, cost and quality from the respective baselines and takes necessary action to address deviations.
• Supports the identification, documentation, and evaluation of changes based on cost, schedule, risk and scope impacts. Ensure appropriate packet of relevant information to support appropriate project change and change control request decision processes.
• Execute and lead routine audits of assigned Project’s for overall controls, cost and reporting compliance.

MINIMUM QUALIFICATIONS:
• Bachelor’s degree in engineering, Architecture, Construction or Project Management, Business Administration, Transportation, or a related field.
• Must have a minimum of eight (8) years of related project experience.
• An equivalent combination of education and experience may be considered.
• Strong project management skills
• Strong focus on collaboration, team building, and customer service
• Effectiveness working diplomatically across teams with varying objectives.
• Strong oral and written communication skills across all levels
• Ability to organize and present project portfolio reports, proposals, and other related portfolio information.
• Super-user of SharePoint, MSPS, Power BI/Access and Primavera/oracle PPM tools
• Mastery of project controls tools and work processes.
• Must possess the ability to adapt to, work with and lead team members with a variety of different personalities and management styles.
MINIMUM KNOWLEDGE, SKILLS AND ABILITIES:
• Expert communication and interpersonal skills proven to engage and retain positive working relationships within project and build a strong relationship with project partners.
• Strong proven skill to identify, track and manage project risk, own project budget and monitor project financial performance.
• Aptitude for having difficult and challenging discussions in a passionate environment where opinions on commercial matters between parties do not align.
• Proven knowledge and ability to analyze and interpret financial documentation to identify and mitigate project risk.
• Strong ability to appropriately protect funds from unfounded claim and dispute resolution.
• Unparalleled knowledge of the project contract and steadfast in management of notices, change orders, disputes, and claims.
• Extensive communication/presentation skills and experience including distilling and communicating complex issues to senior level officers.
• Demonstrated experience in managing staff, contractors, and cross-functional teams in multiple locations.
• Demonstrated ability to work collaboratively with staff and decision-makers at all levels while successfully challenging conventional practices and incorporating new approaches to business.
• Superior quantitative and analytical skills.
PREFERRED QUALIFICATIONS:
• Knowledge of contracts and contract administration including its assessment and implementation at each phase of the project.
• Advance principles of project management, program development, implementation and administration for improvement and maintenance projects.
• Successfully demonstrates expert knowledge and ability to effectively oversee scope, schedule and budgets of capital improvement and capital maintenance programs.
• Certification as a PMP and/or CCM.
WORK ENVIRONMENT:
• Combination of office building and jobsite environment.
• Work in cubicle setting; stand, sit, bend, twist, use file drawers.
• Sit at computer to complete assignments, projects, and majority of tasks.
• Ability to work under pressure.
• Travel requirements: expectation is that this position will be on-site of active construction project 4 days per week.

PAY TRANSPARENCY:
The salary/hourly range is $135,800-$176,040. Pay is based on several factors including but not limited to education, work experience, certifications, internal equity, etc. Depending on an employee’s assigned worksite or location, Amtrak may consider a geo-pay differential to be applied to the employee’s base salary. Amtrak may offer additional incentive and pay programs to recognize and reward our employees, including a short-term incentive bonus based upon factors such as individual and company performance that is commensurate with the level of the position and/or long-term incentive plan compensation.
