SUMMARY OF DUTIES:
The Sr. Director of Engineering – Planning & Engineering Support is to provide the management and support to the Engineering Services group under Capital Delivery. This position will also be responsible for all design management and support as it relates to scheduling, forecasting, estimating, coordinating, and planning the executions of design reviews for the Engineering Discipline Leads, and any associated document control needs associated with the process.
The Sr. Director of Engineering - Planning & Engineering Support should have a broad-based management experience throughout and extensive career within Engineering and Process Improvements with strong experience specific to Rail Assets. The Ideal candidate would have experience creating and managing processes for managing, estimating, and scheduling Engineering work as it relates to designs, standards conformance, and software and tools to manage these tasks effectively.
ESSENTIAL FUNCTIONS:

Define, Develop, and execute processes and procedures for design management, scheduling and estimating the Engineering function that supports a multi-billion-dollar Capital Delivery Program.

Responsible for development and assignment of people and resources to support and schedule engineering reviews for project teams to ensure the design review process is efficient and keeping pace with the volume of engineering work required to support the program. Building relationships, aligning and coordination with Discipline Chiefs as well as Program and Project Directors is essential.

Responsible for establishing and maintaining a robust document control system for design documents, standards drawings, standard specifications, Operating instructions, and other regulatory documents generated by the Discipline Chiefs.

Provide regular reporting to project execution staff and external stakeholders on status of design review schedule and cost compliance.

Responsible for coordinating and executing ancillary Engineering Functions not specifically assigned to a discipline or a project
MINIMUM QUALIFICATIONS:
- Bachelor’s degree in Engineering or Management.
- Highly proficient in the engineering process development, document control and diverse background in the various engineering work flows.
- Minimum of 10 years of experience leading the engineering management.
MINIMUM KNOWLEDGE, SKILLS, AND ABILITIES:
- Expert level experience in engineering process and management for railway infrastructure.
- A demonstrable track record of building processed based organizations from the ground up. Must possess the ability to build appropriate management systems from scratch (i.e. document control systems, engineering scheduling, etc.)
- Strong Leadership skills, with proven ability to build teams, lead technically and/or politically challenging projects. Expert ability to properly structure and resource projects and programs to ensure safe, effective execution.
- Proficient in collaboration, team building, and strategic alignment across all levels of both internal and external organizations and with track record of successful and diplomatic coordination across myriad stakeholders with competing objectives.
- Ability to partner with multiple stakeholders and project partners while ensuring Amtrak’s strategic interests are achieved and cost, schedule and scope outcomes are achieved.
- Expert level oral and written communication skills across all levels of internal and external stakeholder groups. Ability to organize and present executive level reports, proposals, and other related information.
PREFERRED QUALIFICATIONS:
- Master’s in Engineering, Management, or related field
- PMP/PMI Certification

- Office based environment.

Must have excellent oral and written communication skills.
The salary/hourly range is $206,200-$267,192. Pay is based on several factors including but not limited to education, work experience, certifications, internal equity, etc. Depending on an employee’s assigned worksite or location, Amtrak may consider a geo-pay differential to be applied to the employee’s base salary. Amtrak may offer additional incentive and pay programs to recognize and reward our employees, including a short-term incentive bonus based upon factors such as individual and company performance that is commensurate with the level of the position and/or long-term incentive plan compensation.
