The National Security Sector (NSS) is hiring for a Senior Program Manager to help drive Customer/Agency mission by leading on-site contract support to range of services, to include Cyber Operational Planning, Training & Exercises, Strategy and Doctrine Development, providing Campaign Assessments, and ensuring secure IT Communications efforts focused on improving relationships with key partner nations. Direct support will be provided to Customer/Agency J3 (Operations), Cyber National Mission Force (CNMF), and Joint Task Force-Ares (JTF-ARES). This Key Personnel opportunity is in anticipation of an upcoming contract award!
What you’ll be doing:
- Manage program support and leads people on contract spanning Customer/Agency, CNMF, and JTF-ARES.
- Serve both as Government’s primary point of contact for all contract-related actions and conduit from Leidos to the customer.
- Lead and supervise contractor personnel and manages technical performance and administrative aspects of program.
- Guide on-going technical efforts, including integration of technical innovations into customer organization.
- Interface with senior military and Government personnel, while developing and nurturing internal relationships with Leidos corporate leadership, functional leaders, and team members.
- Manage program to scope, schedule, budget and risk, and develops program documentation such as program schedules, financial reports, and risk management documentation to corporate standard.
- Prepare complex charts, tables, graphs and diagrams to assist in analyzing and effectively presenting information for both highly technical and lay audiences.
- Review program risk and risk mitigation activities and proposes budgets for the same.
- Evaluate, analyze, and propose operational and technical alternatives in concert with senior Government and military leadership that provide for potential on-contract growth.
- Review and provide input for corporate financial reports as appropriate to provide the status of funded projects.
- Review and evaluate projects Rough Order of Magnitude (ROM).
- Schedule and assign work to subordinates and subcontractors and monitors progress and resolves discrepancies to ensure compliance with work quality standards and contract and task order requirements.
- Direct technical teams and facilitate the integration of subtasks to ensure the optimal use of assigned resources and subcontractors.
- Serve as focal point to the Government Program Manager for managing all tasks and subtasks and as principal representative for program direction and providing program status updates, including financial status.
- Provide information to the Government regarding significant issues and provides recommended solutions in a transparent manner, and take corrective action to issues brought by the Government Program Manager or Contracting Officer Representative.
- Mentor mid-level and junior staff.
What does Leidos need from me?
- Active Top Secret/SCI (TS/SCI) with Polygraph security clearance required. Must be SCI eligible if no current SCI.
- Minimum Master’s Degree from accredited college or university in any field related to support to government contracting or business management and 10 plus years’ experience leading organizations within Department of Defense (DoD) or United States Government.
- Minimum seven years’ experience managing program of similar scope and complexity and leading contract personnel supporting multiple customer organizations.
- Minimum five years’ experience (with at least one year having occurred in the past five years) supporting DoD cyberspace operational environment.
- Ability to provide timely, accurate, relevant analytic documents, summaries, issue papers, talking points, and briefings.
- Demonstrated proficiency working in a fast-paced collaborative environment, ability to proactively multi-task and meet short deadlines.
- Possess strong interpersonal, critical thinking, and communication skills, including the ability to clearly convey complex and technical data to technical and nontechnical consumers.
Favorable if you have:
- Prior experience supporting Agency and aligned elements at the O6 or higher level or be able to demonstrate similar level of support provided at lower grade.
- Project Management Institute (PMI) Project Management Professional (PMP) certification, or able to obtain certification within six months of contract award.
- Prior experience as lead or Deputy for Agency or aligned elements J-level organizations.
- Prior experience as leader of Cyber operational element (ex. OPT lead or CMT/CST/CPT/NMT).
- Masters’ degree in Computer Science, Data Analytics, or related fields, or advanced degree in field of National Security or Strategic Intelligence studies.
- DoD-provided technical training in one or more major program focus areas: Cyber Operational Planning, Training & Exercises, Strategy & Doctrine Development, or Campaign Assessments.
- Demonstrate familiarity with key national security documents as they pertain to Cyberspace Operations to include the National Security Strategy, National Military Strategy, and the National Defense Strategy, in addition to national-level guidance specific to Cyberspace Operations.
- Possess prior experience with Joint or Combined operations across multiple warfighting domains.
- Familiar with art of Data Science and applicability to CO.
- Familiar with Microsoft Power BI data visualization software.
- Desired Certifications: DoD 8570 IAT Level II (CCNA Security, COMPTIA CySA+, COMPTIA Security + CE, GICSP, GSEC, SSCP).

Pay Range:
Pay Range $144,300.00 - $260,850.00
The Leidos pay range for this job level is a general guideline only and not a guarantee of compensation or salary. Additional factors considered in extending an offer include (but are not limited to) responsibilities of the job, education, experience, knowledge, skills, and abilities, as well as internal equity, alignment with market data, applicable bargaining agreement (if any), or other law.
