SUMMARY OF DUTIES:
The Senior Program Compliance Manager leads a team responsible for working with project management practitioners across the organization to ensure alignment with enterprise project management requirements and federal funding requirements associated with multiple funding sources. is responsible for delivery of very large high-risk programs, with multimillion dollar cost impacts and multi-year delivery schedule. This role works independently with indirect supervision from the Project Management Governance Director and has direct reports and/or matrixed subordinate team members. The role requires regular reporting and communication to other staff, Executive Committee, and stakeholders.
ESSENTIAL FUNCTIONS:
• Coordinate with project teams across the organization to ensure understanding and adherence to critical project management standards, requirements, timing and federal funding and reporting requirements
• Establish Program Governance and Controls structures to enable effective escalation and decision-making processes
• Cultivate collaborative partnership among stakeholders to enable understanding and alignment with requirements
• Mentor and develop junior level Project Management Compliance staff and matrixed team members
• Provide guidance on adherence to Project Management and funding requirements to project teams including initial training and continued oversight
• Develop and implement Project Management Compliance training, documentation and associated communications utilizing various communication channels
• Oversee, develop and ensure the delivery of key communications on a monthly cadence
• Ensure review and bi-annual updates of Enterprise Policy, Standards and Procedures
• Align Policy and Standards training to any updates and ensure annual training is completed
• Develop and maintain required program management templates and ensure that all projects have appropriate project management artifacts and processes in accordance with Amtrak Project Management Standards and applicable regulations
• Identify efficiencies and present recommended improvement opportunities at various levels of management
• Develop and implement new processes to better enable specific compliance reviews and determine actions needed to support understanding and adherence to requirements
MINIMUM QUALIFICATIONS:
• Strong project, program and portfolio management skills
• Strong focus on collaboration, team building, and customer service
• Highly motivated and self-directed
• Experience with Federal Funding requirements in project delivery
• Previous experience with the development and delivery of training
• Ability to quickly grasp and understand complex subjects
• Ability to translate complex information into easily relatable and understood content
• Previous experience with the development of policies and standards
• Able to exercise independent judgment and take action on it
• Excellent analytical and creative problem-solving skills
• Excellent listening, interpersonal, written, and oral communication skills
• Logical and efficient, with keen attention to detail
• Ability to effectively prioritize and execute tasks while under pressure
• Microsoft Office (Word, Excel, Visio, PowerPoint, MS Project),
• Bachelor’s degree with a minimum of 10 years of relevant work experience or any equivalent combination of education and experience
• PMP Certification in good standing
• Must have work authorization in the United States.
PREFERRED QUALIFICATIONS:
• Graduate degree
• PgMP Certification
• Experience managing programs in the transportation industry environment
COMMUNICATIONS AND INTERPERSONAL SKILLS:
Must have excellent oral and written communication skills.
The salary/hourly range is $135,800-$176.040, Pay is based on several factors including but not limited to education, work experience, certifications, internal equity, etc. Depending on an employee’s assigned worksite or location, Amtrak may consider a geo-pay differential to be applied to the employee’s base salary. Amtrak may offer additional incentive and pay programs to recognize and reward our employees, including a short-term incentive bonus based upon factors such as individual and company performance that is commensurate with the level of the position and/or long-term incentive plan compensation.
