Program Summary
KBR maintains and manages Army prepositioned stocks at the Army Field Support Battalion - Charleston (AFSBn-CHS) land site and aboard ships to include all logistics and maintenance operations. The KBR APS-3 Program is managed and executed at Goose Creek in support of the Army’s power projection doctrine and resources. The contract provides maintenance of APS-3 stocks (Class II, IIIP, IV, VII, IX) to ensure that unit sets stored aboard marine vessels are configured and maintained at optimal readiness. KBR provides limited maintenance and supply support aboard ship to ensure that equipment sets are maintained in a ready condition for emergency download and issue to operating units at the direction of the US Army. KBR also provides maintenance services and logistical support for other Army programs, IAW individual scope of work contract requirements.

Job Summary
The Health Safety and Environmental (HSE) Manager will direct and manage the occupational safety, health, and Environmental functions within the Readiness and Sustainment (R&S) APS-3 Project Location at Goose Creek, South Carolina. This role involves implementing a comprehensive safety program in compliance with OSHA 29 CFR 1910 and EM385-1-1 Section 1 requirements. The HSE Manager will report directly to the APS-3 Project Manager and will be responsible for promoting a strong safety culture through training and oversight. KBR executes a contract for the US Army to provide Maintenance and Logistics services for the Army's Prepositioned Warstock set #3 (APS-3) at the Army Field Support Battalion - Charleston, located on the Charleston Naval Weapons Station in Goose Creek, SC.
Roles and Responsibilities
Implement and manage a safety program ensuring full compliance with OSHA 29 CFR 1910 and EM385-1-1.
Conduct safety audits to evaluate program effectiveness and identify nonconformance.
Promote safety culture and policies by training the workforce in safety principles.
Plan, coordinate, administer, and oversee all Safety and Health Program activities.
Monitor and report progress on safety initiatives to site management.
Compile and analyze accident, injury, and property loss data to identify trends.
Formulate Corrective Action Plans to reduce incidents and improve safety metrics.
Prepare reports for monthly HSE metrics and Quarterly Progress updates.
Assist management in developing strategies to lower total recordable incident rates (TRIR).
Basic Qualifications
Must be a U.S. Citizen.
Must be able to obtain and maintain a Common Access Card (CAC)
Must obtain and maintain local base access.
Must possess a valid State Driver’s License.
Must have a minimum of an Undergraduate degree and 5+ years of relevant experience, or CSP certification with 3+ years of experience on contracts of similar size and complexity.
Completion of the OSHA 30-hour construction safety class or equivalent.
Completion of the EM 385-1-1 certification.
Experience in Crane Lifts, Confined Space, Lockout/Tagout, and Fall Protection.
Preferred Qualifications
Completion of First Aid/CPR with AED certification.
Strong analytical skills for data compilation and trend analysis.
Excellent communication and training skills.

The APS-3 daily schedule is a 4-day workweek with the potential for overtime during high-demand missions.
The APS-3 standard workweek schedule is from 6:30 am - 5:00 pm Monday-Thursday with possible overtime of up to 8 hours (as the mission demands).
The APS-3 workforce receives 11 Federal Holidays per year in addition to paid time off.
