Description
The Leidos Security Organization has an immediate need for a security professional to lead special access program initiatives. As the Vice President (VP), Security Special Programs, you will be responsible for the management, direction, administration and development of security programs and procedures for assigned programs that have contractually imposed security requirements beyond 32 CFR Part 117, National Industrial Security Program Operating Manual (NISPOM) Rule requirements. The VP, Special Programs will interface with government agencies regarding assigned program security matters and requirements and will be responsible for managing all security-related aspects of assigned programs in close collaboration with Leidos Security Directors and other Leidos Contract Program Security Officers (CPSOs).
Responsibilities
- Serve as the primary interface with government agencies regarding assigned program security matters and requirements and will be responsible for managing all security-related aspects of assigned programs in close collaboration with Sector Security Directors and CPSOs
- Collaborate and influence across sectors and government partners to support multiple SAP programs architecting a Leidos framework while using their network to drive senior leadership strategy
- Collaborate with the Sector leadership and Government partners to facilitate secure space and secure communication infrastructure negotiations in support of SAP programs
- Lead operational requirements and system specification documents to ensure applicable security requirements are addressed and incorporated into security processes
- Provide best-in-class support to both internal and external customers
- Attend, support and actively participate in program meetings, staff meetings, and telecons
- Actively and aggressively pursue maintaining a collaborative environment within the larger security team, with program teams, with teams outside of the Leidos security enterprise, and with government customers/program offices
- Oversee program security administrative tasks and duties (e.g., maintain/create filing and tracking systems, updating logs/lists, ensure secure program areas are set up and appropriately supplied to meet program manager/staff needs, coordinate with internal and external customers to include Information Systems, Mission Assurance, Insider Threat, Physical Security, and Facilities, as required)
- Oversee the maintenance of personnel security records for special access programs (SAP) and/or Sensitive Compartmented Information (SCI)-related programs to include the use of SIMS, DISS, JADE, and other systems as applicable
- Leads enterprise SAP discussions and activities to comply with corporate and program expectations and requirements and assist other office locations as needed
- Executing DoD and IC policies: Working knowledge of DoD 5205.07 SAP Manuals volumes 1-4, ICD 705, ICD 704, and/or NISPOM applicable sponsor procedures
- Obtains rulings, interpretations, and acceptable deviations for compliance with regulations from government agencies
- Maintain working knowledge in the preparation and maintenance of prime and subcontract DD254s
- Interpret and implement security classification guidance
- Develop and maintain the program's Standard Operating Procedure (SOP)
REQUIRED QUALIFICATIONS
- Candidate must be a US Citizen with an active US Government Top Secret clearance with SCI eligibility, current Single Scope Background Investigation and polygraph and ability to maintain a DoD Top Secret clearance with Special Program accesses
- Bachelor’s degree or equivalent experience and 15+ or prior relevant experience or a Master’s Degree with 13+ years of relevant experience
- At least eight years' experience working with special programs in a ACPSO or CPSO role or government role
- Expert knowledge of applicable Department of Defense policies, instructions, and manuals pertinent to special access program security
- Excellent written and verbal presentation skills to communicate well with team members, customers and senior leadership
- Demonstrated excellent organizational, decision-making, and problem-solving skills
- Ability to act and complete tasks independently with very minimal support from team members in high stress environments
- Advanced collaboration and interpersonal skills
- Demonstrated experience leading through influence
- Outstanding work ethic and commitment to security operational success with a high degree of accuracy
- Willing to work extended hours in a fast-paced, deadline-driven environment in a variety of program areas

Pay Range:
Pay Range $190,400.00 - $306,000.00
