SUMMARY OF DUTIES:
Under the direction and mentorship of the Senior Construction Manager, the Lead Project Controls Specialist will manage and maintain project documents. Individuals in this role will be responsible for ensuring accurate information is distributed throughout an organization, manage, and assist the time requirements on submissions, and coordination the distribution to stakeholders. Individual will be required to review, process, and file documentation as well as manage the smooth running of all documentation operations. Project Risk: Low
ESSENTIAL FUNCTIONS:
· Enforce procedures intended to oversee the creation, review, approval, release, distribution, access, storage, security, and disposal of documents.
· Primarily responsible for managing project documents that are received, copied, or scanned while also ensuring their accuracy, quality and integrity.
· Develop and maintain required project management documents in accordance with Amtrak Project Management standards and applicable regulations Coordinate all communications including indexing, compilation, and distribution of documents as well as meeting notes and assignments.
· Assist Sr Construction Manager to develop and maintain documents such as meeting agendas, meeting minutes, drawings, specifications, and related items.
· Control the retrieval of documents; Receive and process submittals or shop drawing and requests for information or RFI’s and maintain via tracking logs.
· Identifies efficiencies and presents recommended improvement opportunities at various levels of management. Adheres to Amtrak Enterprise Project Management methodology and standards.
· Analyzes challenges, problems, and process breakdowns to ensure that lessons learned are used to improve project management and project delivery practices.
· Works with senior leaders to contribute relevant data to support annual planning activities.
· Decision rights: · Responsible for all activities detailed above, while gathering documents from parties across project (e.g., Contract Management Specialist, Construction Managers) and receiving approval from Sr Construction Manager on any areas impacting project work.

MINIMUM QUALIFICATIONS:
· Demonstrated project controls document skills
· Experienced SharePoint, MSPS, and Primavera user
· Strong focus on collaboration, team building, and customer service
· Effectiveness working diplomatically across teams with varying objectives
· Strong oral and written communication skills across all levels
· Ability to organize and present project portfolio reports, proposals, and other related portfolio information
· Experience with Project Controls management relating to cost, scheduling and estimating at a project level.
· Minimum 6 years of relevant work experience with a bachelor’s degree or any equivalent combination of education and work experience
· PMP in good standing
· Must have work authorization in the United States.
PREFERRED QUALIFICATIONS:
· Knowledge of contracts and contract administration including its assessment and implementation at each phase of the project.
· PMP-SP or RMP
· Transportation industry experience
WORK ENVRIORNMENT:
· Office building environment.
· Work in cubicle setting; stand, sit, bend, twist, use file drawers.
· Sit at computer to complete assignments, projects, and majority of tasks.
· Ability to work under pressure.
· Occasional travel as needed.
COMMUNICATIONS AND INTERPERSONAL SKILLS:
Must have excellent oral and written communication skills.
The salary/hourly range is $94,300-$122,256, Pay is based on several factors including but not limited to education, work experience, certifications, internal equity, etc. Depending on an employee’s assigned worksite or location, Amtrak may consider a geo-pay differential to be applied to the employee’s base salary. Amtrak may offer additional incentive and pay programs to recognize and reward our employees, including a short-term incentive bonus based upon factors such as individual and company performance that is commensurate with the level of the position and/or long-term incentive plan compensation.
