Job Summary:
The CareSource Military & Veterans President is responsible for leading and overseeing all aspects of the line of business including developing and implementing strategic plans to ensure the delivery of high-quality, cost-effective care, while meeting the unique needs of the military and veteran community. This executive role is accountable for operational performance, financial outcomes, growth strategies, regulatory compliance, and stakeholder engagement, and requires a deep understanding of managed care principles, military and veteran healthcare systems and the ability to build and maintain relationships across federal and state agencies, community organizations and healthcare providers.
Essential Functions:
- Develop and execute a comprehensive (and integrated) business strategy ensuring alignment with organizational goals and growth initiatives.
- Identify and cultivate long-range competitive strategies to improve clinical and non-clinical service delivery to members of military & veteran populations, including new markets and products, geographic expansion, and additional service offerings
- Drive innovation to improve healthcare outcomes for military and veteran beneficiaries.
- Ensure efficient, high-quality and member-focused service including comprehensive training on military culture, ultimately increasing member satisfaction and improved health outcomes.
- Monitor key metrics including member satisfaction, clinical outcomes and financial performance.
- Implement managed care best practices, optimizing utilization management, care coordination and member engagement.
- Effectively collaborate across enterprise leadership, including complex population health, governance, policies, standards, and reporting systems.
- Partner with market, clinical, provider and operational leaders to implement programs that optimally serve the military & veteran population.
- Develop and effectively manage budget ensuring financial stability and growth.
- Proactively analyze financial reports for trends, risks and opportunities, implementing corrective actions as needed.
- Ensure compliance with all federal, state and military-specific regulations governing healthcare delivery and managed care.
- Ensure updated knowledge of all relevant legislation and advocate for policy changes that benefit the military and veteran community.
- Oversee quality assurance initiatives and ensure adherence to standards e.g., NCQA.
- Establish and maintain relationships with key stakeholders including federal agencies (DoD, DHA, VA), state regulatory agencies, military & veteran organizations, and provider networks.
- Lead efforts to grow and enhance collaboration and contract opportunities with federal and state government, community organizations and providers.
- Ensure philanthropic strategy aligns with the company’s mission and strategic priorities by focusing resources on impactful initiatives that address the most pressing needs of the military & veteran community e.g., mental health, employment, and access to healthcare.
- Represent the organization at public events, conferences and meetings.
- Recruit, train and retain a high-performing team capable of driving impact across strategic, operational, and financial areas.
- Mentor and develop future leaders.
- Foster a culture of accountability, collaboration and continuous growth.
- Drive a culture of military & veteran advocacy by promoting and prioritizing the hiring of military talent into key leadership roles, implementing veteran-friendly workplace practices and ensuring employees are trained on the unique needs and strengths of military-affiliated employees.

Education and Experience:
- Bachelor’s degree in health care or business administration, public health or a related field or equivalent years of relevant work experience is required
- Master’s degree in healthcare administration (MHA), business administration (MBA), or public health (MPH) is preferred
- A minimum of ten (10) years of progressive leadership experience in managed care, health insurance or healthcare delivery with minimum of five (5) years in executive role accountable for a line of business is required
- A minimum of ten (10) years of leading division and corporate initiatives to drive systemic change and consumer adoption of health insurance and engagement initiatives is required
- Comprehensive knowledge of military and veteran healthcare systems (e.g., TRICARE, VA) is required
- Proven history of leading a health plan with accountability for strategic leadership & vision, operational management, financial performance, regulatory compliance, stakeholder engagement, team leadership & development is required
- Military background or extensive experience working with the military & veteran community is required
- Proven leadership experience in a managed care organization serving government-funded programs e.g., TRICARE, VA, Medicaid, Medicare is preferred

Licensure and Certification:
Working Conditions:
- General office environment; may be required to sit or stand for extended periods of time.
- Ability to travel as required by the needs of the business.
- Located within 100 miles of Washington DC and/or resides within the National Capital Region.
Compensation range $150,000-$300,000. CareSource takes into consideration a combination of a candidate’s education, training, and experience as well as the position’s scope and complexity, the discretion and latitude required for the role, and other external and internal data when establishing a salary level.
