We are in search of an IT Project Lifecycle (PLC) Development & Operations Senior Manager to join our Chief Information Office (CIO) Services team. As a core member of the CIO team, you will play a valuable part in leading the development, operations, and continuous improvement of the PLC governance framework for all PMO projects. This role is critical in maturing and adapting existing waterfall and agile processes, overseeing PMO rhythms, and providing shared technical leadership, support services, and training to align efforts across all PMO portfolios and projects. Primary Responsibilities
- Governance Oversight: Develop and refine the Project Lifecycle governance framework, ensuring alignment with best practices, organizational objectives, and compliance requirements.
- Team Leadership: Manage, mentor, and develop a team of project delivery professionals through performance targets, regular reviews, and professional development, ensuring high performance and retention.
- Operational Leadership: Lead the operation of all PMO rhythms, including regular reviews, reporting, and quality assurance activities, ensuring processes are consistently followed and improved.
- Training and Development: Implement training programs to ensure project teams are well-versed in the PLC and its updates, ensuring the application of best practices and standards across the organization.
- Tool Administration: Administer and maintain PMO tooling, including information systems, dashboards, and other project management software and licensing, ensuring they are up-to-date and effectively used by the team.
- Stakeholder Collaboration: Develop and execute effective strategies to engage stakeholders, and maintain effective relationships to ensure thorough management of stakeholder expectations.
- Performance Reporting: Develop, maintain, monitor, and regularly report on PLC performance through key performance indicators and metrics, providing actionable insights for continuous improvement.
- Innovation: Stay abreast of industry trends and best practices in project management, introducing innovative solutions and improvements to the PMO.
Required Qualifications:
- Bachelor’s degree in Information Technology or a related field and 8+ years of experience in IT project/portfolio management, with at least 4 years supervising or leading teams or projects.
- Broad experience mentoring, coaching, and developing diverse talent, with a demonstrated ability to lead multi-functional teams.
- Excellent verbal and written communication skills, with the ability to effectively communicate complex topics in simple terms with all levels of the organization.
- Strong analytical and problem-solving skills, with the ability to use data to drive decisions and improvements.
- US citizenship is required and able to obtain security clearance as needed.
Preferred Qualifications:
- Education: Master’s degree in Information Technology, or a related field.
- Certifications: PMP, PgMP, PfMP or other relevant project management certifications.
- Process Improvement: Strong background in developing and improving project management processes and governance frameworks. In-depth knowledge of PMI PMBOK and Agile frameworks, including Scrum and SAFe agile, with practical experience implementing these frameworks in an enterprise environment. Additional experience in systems engineering and organizational change management valued.
- Technical Expertise: Proven experience with ServiceNow, Microsoft Project (and Project Online), Sharepoint, and Power Platforms (PowerBI, Power Automate, and Power Apps).

Pay Range:
Pay Range $122,200.00 - $220,900.00
