SPA's Undersea Platform Analysis Group (UPAG) provides timely, objective, analytic assessments that integrate technical, operational, programmatic, policy and business analysis to NAVSEA Team Submarine program offices and key stakeholders surrounding submarine platform construction. Team Submarine unifies submarine platform procurement activities, which includes the Columbia-class SSBN program (a Major Defense Acquisition Program and the Navy’s top acquisition priority), the Virginia-class SSN program and the new SSN-X program (developing the next generation attack submarine), to bring improved capabilities to our undersea forces. Analysts and Engineers supporting Team Submarine will continue SPA’s decades of support to the SSBN force, as well as supporting oversight of cutting-edge attack submarine construction, assisting in developing the design requirements for the SSN platform of the future, and helping plan and execute new and innovative strategies to strengthen the critical submarine shipbuilding industrial base. These are high-profile, major acquisition and manufacturing programs of significant importance to the future capabilities of the US Navy in an era of renewed strategic competition.
SPA has an immediate need for an Digital Product Data Integration Systems Engineer located in Washington DC (Navy Yard with potential for light telework). #MC
Responsibilities:
The Digital Product Data Integration Systems Engineer will be responsible to the Integrated Product Development Environment (IPDE) government lead in support to the COLUMBIA SSBN Program Office (PMS397).
The purpose of IPDE is to help streamline the shipbuilding process for the newest class of Navy Strategic Submarines (SSBNs) by integrating the ship’s design, construction, and production team for improved collaboration, efficiency, and reduction in risk and costs.
This position is responsible for directly supporting the PMS397 technical leadership staff for this critical effort. In this role you will be assigned direct tasking related to incoming technical commitments, lifecycle implementation gaps, and other efforts within the IPDE System Integration Team (SIT) area. The candidate will have the opportunity to lead cross domain efforts, with minimal direct involvement from their government lead, that will include writing correspondence in response to technical letters, and developing, forming, and leading Integrated Product Teams (IPTs) created to close process lifecycle gaps.
The ideal candidate should be experienced in formal technical writing and correspondence. They should also be prepared to provide independent technical assessments of recommendations. The candidate will also have the opportunity to engage on key initiatives with the Navy’s shipbuilders to adjudicate comments and develop resolutions to misalignments.
The candidate will be given broadly written problem statements, with the task of developing a plan of action and milestones, performing independent research, assessing alternatives, and seeking input from various stakeholders to include public shipyards and Trident Refit Facilities, and Naval Sea Systems Command (NAVSEA) HQ activities including SEA05, 04 and 03. A general level of knowledge of Navy Submarine work processes, submarine technical data deliverables, and the inner workings of NAVSEA is highly preferred.
The candidate will also be tasked to take on additional administrative tasks of the IPDE group as workload required, including helping to manage IPDE user onboarding/access, touch testing IPDE, finding and retrieving drawings/models, and organizing meetings.
This position is located on the Washington DC Navy Yard, with some opportunity for periodic travel.
Please note that the salary information shown below is a general guideline only. Salaries are commensurate with experience and qualifications, as well as market and business considerations. Washington, D.C. Pay Transparency Range: $110-135k.

Required Qualifications:
- Bachelor's Degree in engineering or relevant technical field
- Strong communication skills
- 3-5+ years of experience in engineering or technical program analysis
- Experience in formal technical writing and correspondence
- Proficient in using Microsoft Office, including Excel, Word and PowerPoint, to analyze and represent data and communicate to decision makers
- Current DoD security clearance - minimum Secret, with the ability to maintain it throughout employment
Desired Qualifications:
- Experience working with shipbuilding design and engineering processes or IPDE processes and tools
- A general level of knowledge of Navy Submarine work processes, submarine technical data deliverables, and the NAVSEA enterprise construct
- Experience in Navy Correspondence Manual procedures
- Experience with and knowledgeable of the Navy requirements and program office organizations and processes
