Raytheon is seeking an Associate Director of Systems Engineering (SE) to join and expand our Systems Engineering team as a Business Operations Manager. This is a customer facing role and reports to the SE Department Lead for the program.

What You Will Do
Be the primary program POC for Raytheon EVMS surveillance team to contact about ISA/JSA activities (e.g. reviews, data concerns, corrective actions)
Provide Q&A support to the program team for execution information related to performance/progress, plan assumptions and resulting schedule forecasts, pending or recent plan changes, variances to prior EAC and Baseline.
Participate or review Change Management ROMs & Proposals. Typically the level of support is review of plan and/or BOEs to ensure alignment with handoffs, staffing, and other current execution plans. Occasionally the level of support has been providing specific inputs as Individual contributor to update plans or schedules for the team.
conduct cost analysis, schedule planning, and engineering coordination such that they can understand the engineering variances and drivers that lead to cost/schedule variances.
work with the finance, engineering, and planning leads to create a coordinated cost/schedule integrated story for proposals, EACs, and reviews.
produce metrics and trends that give the CAMs guidance on how to produce consistent ETCs and then will review the ETCs with the CAMs.
work with the finance lead on the monthly business cadence for the program.
produce what-if schedule adjustments to see what would happen if a schedule were re-linked with various types of logic changes.
responsible for program compliance to government required processes.
Owner of Program Business Rhythm for program execution; facilitate integration of cross functional processes and tools to provide timely and accurate cost and schedule data.
Facilitate and hold the CAMs, Finance, Planning accountable to the cadence and quality of data expected. This includes providing completed data to support on time CDRL deliveries.
Qualifications You Must Have
Typically requires a degree in Science, Technology, Engineering or Mathematics (STEM) and a minimum of 12 years of prior relevant experience.
Experience with cost analysis, schedule planning, and/or technical performance
Experience in a business operations or cost account management leadership role.
An active and transferable SECRET U.S. government issued security clearance is required prior to start date. U.S. citizenship is required, as only U.S. citizens are eligible for a security clearance.
Qualifications We Prefer
Experience leading cross functional teams
Experience with producing metrics for the overall program
Experience working with a large software development team.
Experience with creation of BOEs to support proposal efforts
Experience leading major milestone reviews
Knowledge of Risk and Opportunity processes
Demonstrated ability to effectively work and communicate with all levels of program, customers, and technical leads (IPTs, chief engineers, architects)
Excellent written and oral communication skills, including presentation skills
Experience in systems engineering functions including: TPMs, operations concept development, requirements management, technical risk management, interface definition and control
Experience with Microsoft Office suite of tools

The salary range for this role is 143,000 USD - 287,000 USD. The salary range provided is a good faith estimate representative of all experience levels. RTX considers several factors when extending an offer, including but not limited to, the role, function and associated responsibilities, a candidate’s work experience, location, education/training, and key skills.
