Job Summary
Manage the design and construction of multiple capital and OE infrastructure projects to produce a safe, maintainable, and reliable railroad that serves to protect and safeguard current and future operations. Responsible for 10 or more projects per year driven from internal and external customer bases, with limited guidance. Scope of project(s) valuing approximately $10‐50 million annually.
Primary Activities and Responsibilities:
General
- Act as primary point of contact for various internal and external client groups balancing multiple complex project needs within scope of responsibility.
- As Subject Matter Expert (SME), lead or assist with investigations including root cause analyses as needed within scope of responsibility
- Ensure compliance with all company and federally mandated rules and regulations for safety and operations. Responsible for preparing and obtaining necessary permits from local, state, and federal regulatory agencies within scope of responsibility.
- Maintain effective business relationships with clients, consultants, project team members, and business leadership. Provide transparent updates on progress and resolve problems that may arise during the life of assigned projects.
- Apply sound engineering principles to identify and analyze key performance indicators for opportunities to optimize integrated systems affecting people, processes, equipment, and infrastructure. Develop and present business case justification necessary to secure funding for assigned projects. Work closely with business partners to explore and adopt new technologies as they become available an appropriate for the business. Perform internal and external benchmarking to ensure leadership position in the industry.
- Develop scope, establish and manage budget, set schedule, and determine resources required to effectively execute assigned projects. Compile effective teams to execute projects through to successful completion. Ensure proper oversight of project expenses, review and approve invoices and contractor expenses associated with assigned projects.
- Provide project management support, with limited guidance for internal and external work teams (project team, consultants, designers, and others) to develop conceptual, preliminary, and detailed engineering plans and technical drawings, associated with infrastructure projects.
- Perform various administrative duties necessary for successful project completion including generation of project charters, purchase requisitions, bid documents, contract documents, and filing and managing union Labor Notices, generation of various reports and presentations, and investigative reporting as needed.
- Establish and improve specifications and standards within scope of responsibility. Assist in defining departmental and individual goals, refining Key Performance Indicators (KPIs) to create common objectives and unity of efforts.
- Miscellaneous activities and responsibilities as assigned by manager.
Demolition / Renovation (System Teams)
- Lead system renovation and demolition teams in the safe execution of projects across the Network. Ensure materials, equipment, and people are available to achieve the stated goals of each project.
- Ensure the teams and contractors are performing to CSX Safety, material, and Construction standards.
- Supervise contract staff and 3rd parties promoting a safe work environment for all employees within assigned areas.
- Ensure compliance with relevant union collective bargaining agreements.
- Work with key internal and external partners to improve CSX workforce capability and skillsets. Assess the skill levels of each employee, develop and implement appropriate skills training in all areas of building construction and renovation.
Minimum Qualifications
- Bachelor's Degree/4‐year Degree in Engineering or other technical field
- 5 or more years of experience in leading or managing Construction or Engineering projects
Equivalent Minimum Qualifications
- High School Diploma/GED
- 7 or more years of experience in leading or managing Railroad Construction or Engineering projects
Preferred Qualifications:
In addition to meeting the above qualifications, any of the following are preferred:
- Graduate Degree
- 10 or more years of leading Mechanical, Electrical, Civil, or Systems and Equipment Maintenance within a heavy asset industry
- 7 years of military experience in supervising the maintenance/repair of heavy equipment, aircraft, ships, or military facilities and infrastructure.
Knowledge and Skills:
- Provide subject matter expertise and technical guidance regarding all areas of responsibility.
o Knowledge of Association of American Railroads (AAR) regulatory standards
o Knowledge of Federal Railroad Administration (FRA) regulatory standards
o Knowledge of Occupational Safety & Health Administration (OSHA) standards
o Knowledge of National Fire Protection Association (NFPA) standards
o Knowledge of National Electric Code (NEC) and National Electrical Safety Code (NESC), standards.
o Knowledge of Universal Building Code (UBC) standards and the myriad local variants
o Knowledge of Environmental Protection Agency (EPA) standards
- Ability to read, understand, and create, design drawings and specifications
- Strong knowledge in construction standards and code
- Develop scope, detailed cost, and schedule estimates for proposed projects.
- People leadership skills and strong knowledge of CSX Labor Agreements
- Ability to manage multiple activities and adapt to changing priorities.
- Ability to communicate effectively with a variety of internal and external audiences.
- Create business justification (AFE) packages including project charters and/or reason & benefit statements.
- Microsoft Office skills (Intermediate proficiency in Teams, Word, Excel, and PowerPoint)
- Financial acumen
Job Requirements:
- 50% travel required.
- Different shifts as assigned in 24 hour/7 days a week operation (incl working weekends)
- Wear protective equipment such as welding shields, hard hat, hearing protection, steel‐ toe boots, work boots, safety vest, face shield, and safety glasses.
- Federal regulations require random testing for drugs and/or alcohol.
