The Intelligence Programs Group (IPG), part of SPA’s Space and Intelligence Division, is a specialized provider of systems engineering and trusted advisory services to the Space and National Intelligence community. We utilize mission-proven, data-driven advisory tools and capabilities. We provide highly technical support to ensure the government acquires cutting edge technology necessary for our National Defense. Responsibilities:
Employ a multi-discipline approach to requirements engineering, solutions engineering, reliability, resiliency, services development, research and development (R&D), integration, test and evaluation, maintainability and analysis across Controlled Access Program/Special Access Program (CAP/SAP) architectures to ensure timely and accurate Geospatial Intelligence (GEOINT). Candidates will be required to sign additional Non-Disclosure Agreements (NDAs) and provide proof of no Other Conflicts of Interest (OCI) for performance in a (classified) Program Management Office, henceforth to be referenced as “PMO.”
Duties include:
- Define and lead studies to evaluate innovative concepts and revolutionary technologies for application to PMO High Performance Computing (HPC) requirements.
- Assist PMO in updates to the Portfolio Management Plan (PfMP) and Program Management Plans (PMPs).
- Determine state of the art, operational or technical feasibility to meet PMO requirements for HPC.
- Identify and create plans to drive HPC technology optimization within PMO.
- Analysis of space environment, and space to ground including threats to assets, track de-confliction of Space Situational Awareness (SSA), and space imaging windows with ground targets.
- Prepare and review Request for Information (RFI) responses to identify innovative and new HPC technologies to prototype and transition into the PMO.
- Participate as advisor in demonstrations, protype efforts, technology risk mitigations and source selection activities.
- Define repeatable processes and procedures for transitioning new HPC, commodity and cloud compute technologies and integrating new applications into PMO infrastructure.
- Document agreements with mission partners (Service Level Agreements (SLAs), Memorandums of Agreement (MOAs), Memorandums of Understanding (MOUs)).
- Identify risks to HPC infrastructure deign, implementation and maintenance, prepare and maintain a dependency matrix and provide recommendations for mitigation planning.
- Create strategic HPC infrastructure roadmaps which integrate into the PMO enterprise roadmaps to resolve potential HPC gaps and manage costs.
- Provide Cross-Domain Integration of HPC infrastructure with mission partners and industry performers to ensure successful implementation of PMO technology programs.
- Create and maintain standards and specifications for HPC systems.
- Provide baseline requirement (RFC) support to include the full breadth of Space requirements, coordination meetings, and initiatives to transition HPC capabilities to PMO HPC systems.
- Develop PMO CONOPS for integrating new R&D and HPC technologies into overall PMO systems to accommodate new data sources.
- Collaborating with end users, create use cases for individual PMO projects at multiple security levels.
- Develop test plans to demonstrate implementation of multi-level security networks and systems, cyber security protection activities, and identify and implement opportunities for improvement.
- Assist the PMO in correctly demonstrating information security-related tools and integrating them into the PMO infrastructure as directed.
- Assist in the evaluation of proposed industry solutions including program reviews (SRR, PDR, CDR, etc.).
- Ability to define and implement interfaces to multiple external applications facilitating construction and refinement of SSA and Space collection requests across Low, Medium, Highly Elliptical, and Geosynchronous orbital regimes.
- Develop PMO CONOPS and integrate new R&D technologies into overall PMO CONOPS.
Qualifications:
- Master’s degree in Computational Mathematics + 18 years of experience or PhD in Computational Mathematics + 10 years of experience in related technical or scientific fields such as engineering, physics, computational chemistry or related STEM degree program
- Demonstrated experience with High Performance Compute (HPC) management including current knowledge of HPC technology and applications in SSA community, recent experience in obtaining ATO for HPC systems
- Demonstrated experience implementing Multi-Level Security (MLS) requirements that meet all CAP/SAP security (physical and cyber) requirements, high performance astrophysics-based capacity, high performance visualization compute capacity, privately controlled cloud solution, and AI high performance compute and store
- Experience dealing with data and data sources that exist at multiple classification levels and integrate that data with computational processes that will generate additional data at multiple classification levels in an MLS environment
- Experience employing security controls to protect assets, missions, and data from SECRET to TS/CAP/SAP levels
- Experience protecting data and implementing controls such as continuous monitoring (CONMON), Mandatory Access Control (MAC), Discretionary Access Control (DAC), Attribute-Based Access Control (ABAC), Role-Based Access Control (RBAC), Risk-Based Access Control (RiBAC), PKI, Single Sign-On (SSO across the MLS system in the CAP/SAP environment, encryption-at-rest, encryption-at-motion; experience with implementing NSA approved Cross Domain Solutions for services
- Demonstrated experience employing analytics and quantifiable, physics-based metric models to plan collection based on intelligence question satisfaction in a timely manner
- Experience with data fusion models that assess confidence in data accumulated and aggregated across multiple modalities and domains (radar, optical, passive RF, thermal, SIGINT, MASINT, text, sea, air,, cyber, ground, space weather, etc.)
- Demonstrated experience supporting DoD or IC Space CAP/SAP architecture
- TS/SCI with current polygraph or consent to polygraph is required
