The Supv Pipeline Safety - Pipeline Control Governance will lead a team responsible for supporting the development, implementation, and monitoring of an effective pipeline safety program to ensure compliant and control room management (CRM) program. This role will establish the procedures and processes to help ensure that annual tasks are performed in an effective manner that meets compliance requirements and delivers a beneficial product to our customers. Day in the Life:
As the Supervisor Pipeline Safety – Control Room Management, you will lead a team responsible for the development, implementation, execution of regulatory changes, and training of the control room management (CRM) program to ensure Company’s compliance with all applicable CRM requirements under 49 CFR 192 and 49 CFR 195 DOT regulations. In addition will be responsible for: 1) managing and effectively integrating acquisitions into the Williams CRM plan 2) participating in regulatory inspections with federal and state agencies and proactively implement changes, as needed, broadly through all pipeline control rooms.
Responsibilities/Expectations:
- Cultivates relationships with the Pipeline and Hazardous Materials Safety Administration (PHMSA) and other pipeline safety regulators including state agencies
- Guides team in conducting internal audits to identify compliance with Department of Transportation (DOT) driven procedures
- Monitors, reviews and interprets rule making activity; defines and documents our interpretation of pipeline safety laws and jurisdictional determinations
- Establishes and documents enterprise procedures and processes to address annual compliance analysis that is completed on the pipeline and facilities
- Establishes and tracks performance metrics; identifies and advances performance improvement initiatives
- Coordinates workforce planning and career development for direct employees
- Develops and manages budgets, plans, and forecasts; conducts regular cost analysis
- Other duties as assigned
Education/Years of Experience:
- Required: Bachelor's degree in Engineering or related field and a minimum of 5 years in natural gas or liquids pipeline with emphasis in operations or design
Other Requirements:
- Demonstrates outstanding organizational/interpersonal skills and safety as the utmost priority
- Proficiency in Microsoft Office Applications
- Solid understanding of PHMSA regulations
- Experience building and maintaining effective working relationships with other departments
- Critical thinking and effective problem-solving skills
- Preferred: Some knowledge of federal, state & local regulatory requirements for pipelines and facilities
