The Joint, Office of the Secretary of Defense, Interagency Division provides expert support services to a range of customers spanning across the Department of Defense, Federal Civilian, and international markets. JOID provides a diverse portfolio of analytical and programmatic capabilities to help our customers make informed decisions on their most challenging issues.
JOID assists the Defense Threat Reduction Agency (DTRA) in developing leading edge technologies to counter WMD in support of CCMDs and transitioning these technologies to military services and COCOMs. SPA provides expertise across the full range of chemical, biological, radiological, nuclear and high-yield explosives (CBRNE) WMD, Counter Improvised Threat and Countering Threat Network technologies to support understanding, detection, identification, characterization, denial, control, disabling, defeating, disposing, safeguarding the force, managing consequences, and test and evaluation in support of military and civilian operations.
We have a near-term need for an Electrical Engineer SME to provide onsite support out of SPA's Lorton, VA Facility (near Fort Belvoir).
Responsibilities:
The successful candidate will provide scientific and project management support to DTRA Chemical and Biological (CB) Defense Department, Physical Science and Technology Division (RD CBP) by providing subject matter expertise in electrical engineering applied to chemical and biological threat detection/identification science using passive or standoff detection methods such as spectroscopy, lasers, lidar, or quantum sensing for high resolution mapping of chemical or biological agents. The candidate must be able to identify warfighter emerging technology needs, and understand capability gaps to assist in developing project and product strategies and goals. This requires the candidate to coordinate and consolidate complex, technical, programmatic, and strategic responses, such as assisting in the review of proposals submitted through the Long-Range Broad Agency Announcements, technical reports, and statements of work for the Joint Science and Technology Office (JSTO) to ensure technical validity, and the creation of communication products for both technical and senior leader audiences. This includes the monitoring of funding documentation and other programmatic metrics for within the division and assisting with drafting presentations, papers, and other programmatic documentation. The candidate will provide programmatic, logistics planning, and execution support for meetings with the government clients and their performers, and demonstrate independent initiative and background research to provide clarity when requirements are vague.
Qualifications:
Required:
- Bachelor’s degree in electrical engineering, physics, or other physical science-related field with 5 years of experience in science and technology program management
- Experience using strong analytical skills in application and analysis of scientific principles for future technologies
- Strong communication skills (written and oral)
- Experience using Microsoft Office suite of tools and programs
- Active Secret clearance with eligibility for Top Secret clearance
Desired:
- Master’s degree in electrical engineering
- Demonstrated experience with technology prototyping or automation
- U.S. military experience, ideally with experience in chemical and biological defense
- Knowledge of traditional and emerging chemical warfare agents
- Possessing a DAWIA Certification in Engineering and Technical Management and/or Program Management. and knowledge of DoD acquisition policies and DoD Planning, Programming, and Budgeting System (PPBS)
- Program Management Professional (PMP) Certification from the PMI
- Experience with the Chemical Biological Defense Program (CBDP)
