SUMMARY OF DUTIES:
The Principal Project Manager - Design is responsible for leading the technical progress of large-scale, moderate to high complexity programs, with multi-year delivery schedules. Individuals in this role will function as a project manager and design liaison for Amtrak, coordinating projects in the Capital Delivery – Major Bridges Department. The Department’s projects include those executed through various delivery methods such as Design-Bid-Build, Design/Build, Progressive Design build, Construction Manager at Risk (CMAR), etc. This team drives projects from concept, through design and construction to commissioning.
The role will lead the technical, day-to-day design progress of complex bridge projects valued over $1B. This position requires the ability to work independently to collaborate with stakeholders and project partners, build consensus, identify, manage, control change, and work together through technical design reviews with both internal and external discipline groups. Duties will include continual monitoring, reporting and progressing of multiple aspects of on-going design efforts to ensure meeting a challenging delivery schedule.
ESSENTIAL FUNCTIONS:
- Establish Program Governance and Controls structures to enable effective escalation and decision-making processes. Cultivate collaborative partnership among stakeholders to enable scoping, financial and resource decisions.
- Identify and report assessment of major changes to scope, schedule, and budget through the appropriate Program.
- Identify and evaluate the risks associated with project execution and work across organization to establish and monito mitigation plans.
- Ensure compliance with Amtrak standards and guidelines and all applicable federal/state/regional regulatory agencies requirements.
- Coordinate with internal Amtrak Subject Matter Experts (SMEs) to obtain direction and technical solutions to design related questions so that design efforts can continue without delay.
- Coordinate with third party Construction Management (CM), including Engineering Technical support.
- Engage with internal and external stakeholders (including customer service, operations, planning, real estate, engineering, transportation, local and state agencies, FRA, and other partners as required) to determine project needs and priorities.
- Manage and monitor the internal and external design review process.
- Performs reviews of CMAR contractor and internal schedules for proper logic, availability of resources and to align departmental goals and objectives.
- Analyze change orders, cost estimates, and invoices; prepare backup justification for submission to Procurement or for negotiations with contractor and/or design consultants.
- Process RFIs and other design related project requests. Develop, issue, and electronically file project and record documents and submittals.
- Performs technical reviews of submittals to ensure compliance with design intent and project requirements.
- Provide regular status reports and present progress to senior leadership
MINIMUM QUALIFICATIONS:
- Bachelor’s degree in civil engineering, Structural Engineering, Construction or Project Management.
- An equivalent combination of education and experience may be considered.
- Strong focus on collaboration, team building, and driving to provide solutions to technical questions and challenges. Effectiveness working diplomatically across teams with varying objectives.
- Microsoft Office (Word, Excel, Visio, PowerPoint, MS Project)
- Must have work authorization in the United States.
MINIMUM KNOWLEDGE, SKILLS, AND ABILITIES:
- Excellent written and verbal communication skills.
- Ability to work effectively with internal and external stakeholders.
- Experience with the Microsoft Office suite, as well as the ability to be trained and become familiar with Amtrak’s requirements, systems, and software.
PREFERRED QUALIFICATIONS:
- Bachelor’s degree in civil engineering, Structural Engineering, Construction or Project Management.
- 7-10 years of relevant experience preferred. · Bridge engineering and/or bridge construction experience.
- Licensed Professional Engineer.
- Understanding of railroad business functions, operations, and design and construction processes.
- Previous railroad, heavy civil and bridge projects in the design and/or construction phases.

Must have excellent oral and written communication skills.
The salary/hourly range is $113,200-$146,664. Pay is based on several factors including but not limited to education, work experience, certifications, internal equity, etc. Depending on an employee’s assigned worksite or location, Amtrak may consider a geo-pay differential to be applied to the employee’s base salary. Amtrak may offer additional incentive and pay programs to recognize and reward our employees, including a short-term incentive bonus based upon factors such as individual and company performance that is commensurate with the level of the position and/or long-term incentive plan compensation.
