PURPOSE:
The Lead Quality Governance Engineer role focuses on improving the current state of Quality within the IT Division in alignment to Value Streams. This individual will conduct assessments of programs/projects within the organization to ensure compliance with published standards, processes, testing standards, and best practices. They will identify process and procedural gaps based on industry standards and initiate resolution to these problems. Communication with internal stakeholders and management regarding status, issues, and deadlines is crucial. They will collect objective evidence of quality-related data and/or trends, monitor and track quality action items, identify risks and defects and track quality issues through resolution. The individual will participate in processes for compliance and uniformity to ensure deliverables to the customer are consistent. They will ensure Quality Service Level Requirements (SLRs) are adhered to for assigned programs/projects. The individual will develop departmental materials, including SOP's, to maintain process libraries outlining governance, change management, auditing, reporting, metrics and more. They will conduct reviews, walkthroughs, assessments, and inspections to evaluate the effectiveness of current processes/procedures, techniques, systems, tests and associates for medium to complex projects. The individual will participate in workgroups, conduct internal consistency checks, tests, and ensure uniform and effective practices throughout the department, across all lines of business. They will prepare QA reports and assist in the preparation of senior-level presentations.
ESSENTIAL FUNCTIONS:
Includes but is not limited to:
- Provides governance within the Value Stream relevant to the supported applications including all necessary tasks to advise on proper process administration and/or best practices.
- Develop and/or recommend the implementation of techniques to prevent system problems, investigating incidents and support the root cause analysis.
- Evaluates systems and processes by performing analysis, including reviews. Determines systems integration issues by evaluating components; reviewing performance tests; analyzing test data; studying project requirements; analyzing user and potential user input; evaluating similar and related products and systems. Recommend system automation and system integration of business processes.
- Improves engineering job knowledge by attending educational workshops; reviewing professional publications; establishing personal networks; benchmarking state-of-the-art practices; participating in professional societies.
- Acts as a mentor for junior and senior team members.
SUPERVISORY RESPONSIBILITY:
Leads a team utilizing a matrix management system
QUALIFICATIONS:
Education Level: Bachelor's Degree in Information Technology or Computer Science OR in lieu of a Bachelor's degree, an additional 4 years of relevant work experience is required in addition to the required work experience.
Licenses/Certifications:
ASQ Certified Quality Engineer (CQE) or ASQ Certified Software Quality Engineer (CSQE) (alternatively, Certified Manager of Quality / Organizational Excellence (CMQ/OE)) strongly preferred.
Certified Scrum Master (CSM) or Certified Scrum Product Owner (CSPO) strongly preferred.
CRISC or CISA certification a plus but not required.
ITIL Foundations V3 strongly preferred.
Relevant Professional certifications from recognized business associates (Lean Six Sigma Black Belt or Green Belt, PMP,) strongly preferred.
Experience: 8 years of proven success in Quality Assurance end-to-end testing within the IT Division.
Preferred Qualifications:
Excellent communication skills, both written and verbal.
Deep knowledge of Agile, Spiral, and Waterfall methodologies.
Proven experience with the execution and administration of Quality/Process Improvement best practices.
Experience working with Program/Project Quality Assurance/Process Improvement Plans.
Experience working with Quality Gates or Quality Checkpoints as part of the SDLC.
Ability to gather information and resolve issues independently.
Ability to identify, manage, and track progress of small to medium complexity projects to support organizational long-range business objectives.
Experience with quality assurance and process improvement, methodologies, and practices in an IT project development, custom software solutions, and maintenance environment.
Knowledge of Automation Tools (i.e. Automation Anywhere, etc.).
Familiarity with DevSecOps.
Familiarity with Atlassian Suite (Jira, JiraAlign,Confluence, Bitbucket, Trello, etc).
Experience in unit testing, regression testing, integration testing, compatibility, security and/or performance testing.

Must be able to meet established deadlines and handle multiple customer service demands from internal and external customers, within set expectations for service excellence. Must be able to effectively communicate and provide positive customer service to every internal and external customer, including customers who may be demanding or otherwise challenging.
Salary Range: $109,368 - $217,217
