Leidos, under the NISC IV program, is seeking experienced candidates for the role of Program Analyst to provide support for the Federal Aviation Administration’s (FAA) Telecommunications modernization projects.
This position, located in Des Moines, WA, will support Engineering Services in general implementation planning and operational integration involving National Airspace System (NAS) modernization by providing planning, organizing, and executing methodologies required to modernize the FAA’s Telecommunications systems.
Primary Responsibilities:
- Prepare formal documentation (including briefings) and present project plans, recommendations, and results to a wide variety of audiences.
- Participate in post implementation analysis to include research, recovery, and analysis of project actual values.
- Track incoming workload, update workload progress, and provide weekly status reports including charts and graphs.
- Conduct reviews and provide recommendations regarding sufficiency and suitability.
- Reviews, coordinates, and prepares program correspondence and input for documents such as Program Management Plans (PMPs) and Program/Project documentation.
- Provide appropriate documentation and support in planning and ensuring that programs adequately incorporate requirements for real estate and utilities, NAS facilities management and operations, telecommunications, spectrum management, In-Service Review (ISR), staffing and training requirements and configuration management (CM).
- Provide automation support for a variety of Telecommunications projects.
- Provide support in the preparation and validation of applicable portions of F&E budget submissions, including justification, narrative, cost estimates and projects material lists.
- Review Project Authorization (PA), set up tracking and control programming.
- Reviews, coordinates, and prepares program correspondence and input for documents such as Program Management Plans (PMPs) and Program/Project documentation.
- Design and maintain financial database in direct support of various programs to ensure fiscal control of current funds.
Required Qualifications:
- Bachelor’s degree and 8+ years of prior relevant experience OR Masters with 6 years of prior relevant experience. Additional years of relevant experience maybe considered or accepted in lieu of degree.
- Experience with data analysis and reporting.
- Proficiency in MS Office Suites.
- Ability to obtain a Public Trust Suitability. (To be eligible for the FAA Public Trust you must be a US Citizen or a Green Card Holder who has resided in the US for the past 3 years).

- Previous FAA experience
- Previous engineering office experience

Pay Range:
Pay Range $80,600.00 - $145,700.00
