Senior Logistics and Budget Analyst
Note: This is a full-time, in-office position based in Norfolk, VA, with no travel requirements.
We are seeking a highly motivated Senior Logistics and Budget Analyst to support Surface Warfare Schools Command (SWSC) in Norfolk, VA. The ideal candidate will provide expertise in procurement, budget analysis, and resource management to ensure the efficient acquisition and sustainment of training equipment, repair parts, and required services.
Role and Responsibilities:
Collaborates with technicians, vendors, and leadership to optimize procurement strategies, manage contracts, and develop accurate financial reports to support decision-making processes.
Works within Enterprise Resource Planning (ERP) systems to ensure compliance with government purchasing regulations and maintain detailed financial records.
Procurement & Contract Management:
Draft and review statements of work and contract proposals for accuracy and completeness.
Develop and implement cost-effective procurement strategies to meet operational needs.
Source, negotiate, and manage vendor contracts and relationships to secure favorable terms, pricing, and delivery schedules.
Monitor inventory levels and coordinate with technicians to maintain adequate stock while minimizing surplus.
Evaluate supplier and service provider performance through regular vendor assessments to optimize procurement and service processes.
Process orders and create tickets for National Stock Number (NSN) materials in Enterprise Resource Planning (ERP) systems.
Ensure timely updates on shipment details to meet deadlines and inform stakeholders.
Budget Analysis & Financial Management:
Analyze financial data to prepare and manage budgets, forecasts, and variance reports.
Track expenses, identify cost-saving opportunities, and recommend strategies to improve financial efficiency while sustaining training systems.
Collaborate with regional equipment managers to align budget plans with command priorities.
Provide financial reports and analysis to support leadership decision-making.
Prepare and present comprehensive reports on purchasing activities, cost trends, and budget utilization.
Ensure financial tracking records are accurate and compliant with Navy, NETC, and command regulations.
Maintain and reconcile the department’s purchase log on a daily/weekly basis.
Recommend and implement technological solutions to enhance efficiency in procurement and inventory management.
Logistics & Supply Chain Support:
Implement and manage logistics plans, databases, and support files for new training systems or system upgrades.
Support the fielding of new training systems and modifications.
Troubleshoot supply issues with requestors and cardholders.
Ensure purchased materials meet quality and technical specifications.
Serve as a liaison between the customer, contracting agent, and supply center to resolve procurement issues.
Basic Qualifications
Associate’s degree or equivalent work experience in logistics, supply chain management, business administration, or a related field.
Five or more years of experience in logistics, procurement, or financial management within a military or government contracting environment.
Experience in Enterprise Resource Planning (ERP) systems, including requisition processing, purchase orders, and financial reconciliation.
Knowledge of Navy procurement regulations and procedures, including Government Commercial Purchase Card (GCPC) Program.
Proficiency in Microsoft Office 365 applications (Excel, Word, PowerPoint, SharePoint, Teams) for reporting and analysis.
Active Secret security clearance (must be current).
Desired Qualifications
Ability to work independently while managing multiple priorities in a fast-paced environment.
Strong understanding of DoD governing instructions, publications, and procurement processes.
Experience working with Navy supply and procurement systems, such as One Touch Support, FEDMALL, PIEE (Procurement Integrated Enterprise Environment), GSA Advantage, Protrack, and CFMS (Command Financial Management System).
Ability to research historical purchase orders (POs) for compliance and reporting.
Training experience in financial management, procurement, or logistics systems.
Excellent communication and negotiation skills, with experience coordinating with vendors and leadership.
Strong analytical and problem-solving skills to identify cost-saving initiatives and process improvements.
