The Plant Operations Manager is responsible for the physical operation of company or customer facilities, plants, and/ or properties. Work is to be performed with the utmost concern for safety and in compliance with environmental permits and regulations.
Essential Responsibilities:
- Responsible for directing and managing all Contractor personnel at the Central Plant.
- Responsible for the Operation & Maintenance of the Central Plant and its equipment and systems.
- A bachelor’s degree, high school, vocational school, or trade school diploma or equivalent and:12 years of related engineering field experience in major infrastructure systems including power, steam, and chilled water systems, including experience as an operations supervisor of steam (100,000 lb./hr. or greater capacity) and chilled water (8,000 t/hr. or greater capacity) plant; or 12 years of related field experience in the management, operations, and maintenance of major Central Plants, including experience as an operations supervisor of a steam (100,000 lb/hr or greater capacity) and chilled water (8,000t/hr or greater capacity) plant;
- Must have a thorough knowledge of mechanical and electrical systems.
- Experience in generator operation.
- Personnel management experience, with excellent oral and written communication.
- Demonstrated experience managing personnel to improve production efficiency as well as rewarding and disciplining based on performance.
- Authored reports to senior leadership on status of equipment that provided accurate and timely information.
- Working knowledge of facilities monitoring and control systems.
- Ensure continuous and efficient plant production and operation.
- Integrate efficient operations that are in compliance with company policies, customer requirements, and governmental regulations.
- Ensure that adequate supplies and materials necessary for operations are maintained.
- Ensure all safety and environmental guidelines are followed without deviation.
- Ensure excellence in performance and continuity of management through the effective selection, development, and motivation of a team of employees organized to optimize individual and group capabilities.
- Manages the planning, design, and oversight of the reconfiguration, maintenance, and alteration of equipment, machinery, buildings, structures, and other facilities.
- Oversees the gathering and review of data concerning facility or equipment specifications, company or government restrictions, required completion date, and construction feasibility.
- Develop annual plant operating budget and manage spending within budget.
- Maintain positive relationship with the plant bargaining unit leadership and actively participate in contract negotiations.
- Ensures that objectives are achieved at the lowest cost consistent with quality requirements.
- Develops short- and long-range plans to accomplish established goals. Delegates authority to key supervisors.
- Provides data and reports production updates to upper management.
- Reviews results of operational checkouts including functional checks and verification procedures before authorizing munitions processing operations.
- Responsible for integrating surety procedures and policies in the areas of safety, security, personnel reliability, and other supportive functions into an effective management system which facilitates safe and secure operations.
- Responsible for meeting project production goals. Ensures that objectives are achieved at the lowest cost consistent with quality requirements.
- Responsible for the training and development of all department personnel. Reviews performance evaluations on all subordinate positions.
- Working knowledge of Computerized Maintenance Management Systems (CMMS) in an asset intensive environment.
Perform all other position related duties as assigned or requested.
Minimum Position Knowledge, Skills, and Abilities Required:
Bachelor's degree or demonstrated equivalent and minimum of 12 (twelve) years extensive experience in Operations, Maintenance or Technical leadership position. Extensive experience in the management of industrial processing plants or power plants. Good oral and written communication skills; working knowledge of word-processing and integrated software applications; organizational skills and ability to perform detail-oriented work are required. Position will require the ability to obtain and maintain a TS/SCI clearance with polygraph. Position may require travel.
Work Environment, Physical Demands, and Mental Demands:
Typical office environment with no unusual hazards, occasional lifting to 50 pounds, constant sitting while using the computer terminal, constant use of sight abilities while reviewing documents, constant use of speech/hearing abilities for communication, constant mental alertness, must possess planning/organizing skills, and must be able to work under deadlines. Position may require the ability to pass and maintain a Security Clearance. Position may require travel.
