MANTECH seeks a motivated, career- and customer-oriented
Program Analyst to join our team working in
Washington, D.C. This is a
hybrid position with 3 days onsite and 2 remote per week.
Responsibilities Include But Are Not Limited To
- Obtain, organize, and analyze data from various sources regarding status of availability planning efforts, including Ship Change Documents (SCDs), Ship Installation Drawings (SIDs), and Integrated Logistics Support (ILS) materials, and determine funding required to support availability planning and execution
- Review technical, schedule, and cost aspects of maintenance and modernization Alteration Work Packages (AWPs) and coordinate with availability schedules
- Provide technical expertise to support the ship modernization process and recommendations for process improvements as applicable
- Provide research support of NDE, NAVWAR Installation Database (IDB), and PARM Fielding plans, and assist in optimizing planned modernization work packages for each availability
- Review schedules, installation strategies, material support plans, and provide risk assessments and proposed resolutions as required
- Provide status updates, analyses, and recommendations about technical and programmatic issues with the Modernization Programs in LSD and ESB ship classes
- Create executive summaries, charts, graphs, and other products that convey ship availability status, work package execution status, and updates to issue resolutions
- Provide technical and management support to resolve planning, design, material, or other issues for ships in availabilities
- Support End of Availability (EOA) actions, including but not limited to work package closure activities, and Naval message preparation
- Travel up to 10%
Minimum Qualifications
- 10+ years of program or project analysis experience supporting federal contracts or the military
- Bachelor’s degree in any field or a High school diploma and 16+ years of relevant experience
- Demonstrated experience developing Program Objective Memorandums (POM) following the DoD Planning, Programming, Budgeting, and Execution (PPB&E) process
- Must have experience supporting or working aboard Navy vessels, with demonstrated understanding of naval systems, operations, and/or shipboard environments
- Experience managing project or program cost, schedule, performance, and risk
Preferred Qualifications
- Familiarity with Navy maintenance and modernization processes and implementation
Clearance Requirements
- Must be a U.S. Citizen and possess an active or current United States Government Secret security clearance.
Physical Requirements
- The person in this position must be able to remain in a stationary position 50% of the time.
- Occasionally move about inside the office to access file cabinets, office machinery, or to communicate with co-workers, management, and customers, via email, phone, and or virtual communication, which may involve delivering presentations.
