Job Summary

Under direction, identifies and implements business and operational efficiencies and business processes relating to projects and activities between various divisions, departments, public agencies, and private sector representatives. May exercise functional or technical supervision over assigned staff.

This is not a direct service position. The role is specifically designed for a systems thinker who can create alignment across partnerships and collaboratives working to improve health outcomes for San Antonio/ Bexar County residents.

This position is a "grant funded" position, therefore unclassified and has no disciplinary appeal rights to the Municipal Civil Service Commission. This position is likewise subject to at-will employment status and can be terminated at any time for any reason.

The San Antonio Metro Health District (SAMHD) provides public health services to clients, which may include risk for exposure to and possible transmission of vaccine-preventable diseases. Staff in high-risk positions will be required to obtain relevant immunizations, per SAMHD Policy DM4.16. Review and consideration will be given to requests for exemption from this policy. Essential Job Functions

Evaluates efficiency of current and new programs and implements program changes.
Gathers, compiles, reviews, and analyzes data for performance metrics analysis.
Monitors current and new programs for efficiencies and effectiveness based on performance metrics data.
Identifies, evaluates, and prioritizes functional and technical needs and requirements.
Analyzes and interprets data to inform strategic decision making.
Develops strategic plans that align with department goals and objectives.
Assists in the preparation of the annual departmental or divisional budget.
Prepares written reports, summaries, and presentations on program status, progress, and results.
Develops and presents detailed business cases, process models, and system workflows.
Works to ensure coordination between divisions within the department.
Oversees the implementation and integration of new systems and technologies.
Monitors project progress, identify risks, and implement mitigation strategies.
Performs related duties and fulfills responsibilities as required.

Job Requirements

Bachelor's Degree from an accredited college or university.
Two (2) years of business or project analysis experience.

Preferred Qualifications

Master's Degree in Public Health, Urban & Regional Planning, Public Policy, Public Administration, Social Work, Sociology, Political Science, Health Humanities, or a related field.
Experience researching, monitoring and evaluating the health implications of public policies, legislative proposals, and legislative trends at the local, state and federal levels.
Experience facilitating and managing projects with diverse stakeholders to advance strategic priorities and messaging.
Excellent research, written and oral communication skills to inform stakeholders’ understanding and evaluation of policy landscape and opportunities.
Experience producing reports, presentations, data dashboards, policy recommendations, and analyses of relevant policy solutions and strategies.
Knowledge of the social drivers of health.
Ability to ensure alignment between policy priorities and health advocacy initiatives.
Demonstrated commitment to coalition building and collaborative approaches to solving health problems. Experience with collective impact initiatives a plus.
Cultural humility and ability to communicate with diverse audiences and “translate” vocabulary/ jargon across sectors.
Familiarity with operations and procurement processes & procedures.
Ability to address complex issues to achieve desired results internally and externally.

Applicant Information

Unless otherwise stated, applicants are permitted to substitute two years of related full-time experience for one year of higher education or one year of related higher education for two years of experience in order to meet the minimum requirements of the job. One year of full-time experience is defined as 30 or more hours worked per week for 12 months. One year of higher education is defined as 30 credit hours completed at an accredited college or university.
