Job Summary:
The Program Manager-FAA SSM Electronic Security Systems (ESS) Subject Matter Expert (SME) will be responsible for the oversight to lead, manage, and coordinate complex FAA SSM projects involving the development, deployment, and sustainment of corrective maintenance (CM) work order activities for the FAA ESS systems across CONUS and OCONUS operational environments. The role is responsible for lifecycle CM planning, stakeholder engagement, acquisition oversight, and leading cross-functional teams and sub-contractor teams to meet technical, schedule, and budget objectives in alignment with FAA standards. To ensure the development, maintenance, and implementation of the corrective maintenance program and required management plans via K-EXEC. The Program Manager should have a deep understanding of electronic security systems including Physical Access Control Systems, Video Surveillance and Management Systems, Intrusion Detection technologies, Security Gate infrastructure, to encompass information system infrastructures, cybersecurity, command control and power support infrastructures. Furthermore, the individual needs strong analytical and critical thinking skills, as well as the ability to interpret technical documentation and perform troubleshooting. The candidate should be comfortable being customer-facing and act as a representative of CIP leadership and serves as the authorized interface with the Government Contracting Officer (CO), the Contracting Officer's Representative (COR), Government management personnel and customer agency representatives. The ideal candidate should possess strong technical writing skills that focus on conveying complex information in a clear, concise, and understandable manner to a specific audience and has served as the technical writer for FAA Program Management Reviews (PMR) to the customer. As a minimum, the candidate must have been working in the Federal Electronic Security field for at least 7+ years with 50% or more working within the US Government business sector in areas of FAA and/or DoD Electronic Security. To include experience managing federal property and call center activities, formulating, and enforcing work standards, reviewing work discrepancies, assigning contractor schedules, supervising contractor personnel, communicating policies, purposes, and goals of the organization to subordinates, and maintaining client contacts to ensure conformity to all contractual obligations.
Roles and Responsibilities:
The Program Manager for FAA SSM Electronic Security will serve as the main focal point for all FAA program business, leadership, and management engagement in performing the following activities:
- Assure that operation of FAA security systems is reliable and failures are corrected in the time limits specified by the FAA SSM program.
- Establish procedures and controls to ensure that all aspects of the corrective maintenance programs are completed in accordance within agreed-to RTR standards and schedules.
- Providing mentorship and training to other FAA program security professionals, sharing knowledge and expertise to enhance the overall security capabilities of the program.
- Serving as the technical lead for all field technician deployment coordination and work order activities.
- Develop and maintain necessary Standard Operating Procedures pertaining to the FAA corrective maintenance activities.
- Maintain and update K-EXEC data entries to include review of work order activities.
- Maintain and update K-EXEC Vendor Data Specifications, COIs, drawings, cut sheets and technical data.
- Strong ability to create Basis of Estimates (BOE).
- Strong ability to create Basis of Materials (BOM).
- Strong ability to write vendor Scopes of Work (SOWs).
- Report to the CIP Operating Unit Director and provide input to senior KBR management on all FAA program efforts.
- Support CIP Quality assurance and control reviews for the FAA program.
- Support NCHS warehouse inventory activities and to attend/coordinate FAA Property Management Audits.
- Where required, perform additional duties associated with project management, proposal management, engineering design and development, to include on site system test and evaluation.
- Responsible for the overall contract performance.
Basic Qualifications:
- Bachelor’s degree and 7+ years of direct experience supporting the Physical and Electronic Security Industry.
- In addition to the seven years’ experience, at least five years of specialized experience is required in the direct supervision and management of projects, which included construction, installation, testing, integration, and maintenance of complex systems and subsystems.
- At least a 2-year period of experience managing large government technical contracts, projects involving subordinate groups of at least 25 persons.
- PMP Certification required.
Preferred Qualifications:
- DoD experience preferred.
Travel:
- Willingness to travel up to 30% of the time to CONUS and OCONUS locations.
