POSITION SUMMARY
The Information Technology (IT) Business Analyst III works as the liaison between the Health First Integrated Delivery Network (IDN) and IT. The IT Business Analyst III mentors fellow Business Analyst (BAs), acting as a trusted partner in the development of a Center of Excellence (Coe) The IT Business Analyst III oversees program roadmaps and requirements for the full-scale work effort across the IDN of large and complex projects.
PRIMARY ACCOUNTABILITIES
- Determines and creates the appropriate level of artifacts required for the work effort.
- Analyzes and maps business and technical processes (current state/future state) to produce high level quality artifacts and business process models, because of the discovery and evaluation process.
- Manages Testing/QA for the solution(s) being implemented, while coordinating testing activities, such as creating test plans, coordinating testing with other internal resources, testing issues management, and writing mitigation plans.
- Establishes training needs for IT Associates and end user training for non-clinical Associates when implementing software.
- Collaborate with IT Business Partners to define the support model for operational turn-over.
- Works closely with IDN stakeholders to understand their business needs, system challenges, and opportunities to develop specific project detailed requirements.
- Partners closely with IDN stakeholders to understand their departmental requirements, facilitating the development of short term and long-term strategies to address their business needs and continue to move the organization forward.
- Collaborates with business partners to facilitate, analyze, and communicate results from Request for Information/Request for Proposal (RFI/RFP), Technical Review (internal), and developing vendor scorecards.
- Coordinates with internal partners to ensure standardization across processes and workflows, as well as understand upstream and downstream impacts to change(s).
- Collaborates with IDN business leaders on IT strategy roadmaps for business capabilities, requirements; providing a complete and program view.
- Evaluates, conceptualizes, and communicates a holistic view of people, processes, and technologies of the IDN.
- Mentors and coaches Business Analysts, assisting these Analysts with more complex issues or projects.
Work Experience
MINIMUM QUALIFICATIONS
- Education: Bachelor’s degree in Information Technology, Business or Healthcare Administration, or a relevant field.
- Work Experience: Five (5) years’ experience in Information Technology, Business Analysis, Healthcare or a related field.
- Licensure: None
- Certification: Intermediate level certification within one (1) year of start date and maintained.
- Work Experience In Lieu of Education: Associate’s degree and an additional six (6) years’ work experience in Information Technology, Business Analysis, Healthcare or a related field.
- Skills/Knowledge/Abilities:
- Demonstrates proficiency in the concepts of Software Development Life Cycle (SDLC)
- Skilled at requirements analysis and design using industry best practices as defined in the Business Analysis Body of Knowledge (BABOK)
- Proficient in Microsoft Office – Outlook, Word, Excel, PowerPoint.
- Demonstrates well prepared, stakeholder-focused, verbal, and written communication.
- Ability to prioritize tasks, perform them efficiently, and manage time effectively.
- Excellent communication and problem solving skills.
- Advanced skills in project management.
- Manage multiple projects across diverse business functions.
PREFERRED QUALIFICATIONS
- Education: Master’s degree in Business or Healthcare Administration (MBA/MHA), Information Technology, or a relevant field.
- Work Experience: Six (6) years of experience in a Business and Systems Analysis role, Prior experience in healthcare delivery environment.
- Certification: Certified Business Analysis Professional (CBAP).
PHYSICAL REQUIREMENTS
- Majority of time involves sitting or standing; occasional walking, bending, and stooping.
- Long periods of computer time or at workstation.
- Light work that may include lifting or moving objects up to 20 pounds with or without assistance.
- May be exposed to inside environments with varied temperatures, air quality, lighting and/or low to moderate noise.
- Communicating with others to exchange information.
- Visual acuity and hand-eye coordination to perform tasks.
- Workspace may vary from open to confined.
- May require travel to various facilities within and beyond county perimeter; may require use of personal vehicle.
