Job Description
Under administrative direction, is responsible for performing administrative and supervisory work requiring extensive knowledge and ability in the field of Urban Planning. Administrates planning studies and programs. Work involves responsibility for maintaining existing programs and developing new, innovative planning programs in support of the general plan for the comprehensive development of the City. Responsible for the formulation, coordination, and research of specialized planning activities to include comprehensive planning, accessibility planning, transportation, land use, zoning, neighborhood and urban design, current planning or data management. Working conditions are primarily inside an office environment. Exercises direct supervision over assigned staff.
This position is an "unclassified" position and has no disciplinary appeal rights to the Municipal Civil Service Commission. This position is likewise subject to at-will employment status and can be terminated at any time for any reason.
Work Location
City Tower - 100 W. Houston Street, San Antonio, TX 78205; Some remote work may be available depending on projects and business needs, may include evening and weekend hours to attend community meetings and public hearings.

Essential Job Functions
- Responsible for the general administration of the planning programs for the division.
- Oversees the planning, preparation, and submission of division reports including the budget.
- Manages the development and administration of the department budget; estimates funds needed for staffing, equipment, materials, and supplies; monitors and approves expenditures; and manages the preparation and implementation of budgetary adjustments.
- Prepares and makes presentations for public hearings.
- Prepares reports, comprehensive plans, and recommendations for the Planning Commission, Zoning Commission, City Council, and similar officials on planning matters.
- Interviews, selects, supervises, develops, evaluates, counsels, and if necessary, disciplines personnel according to established COSA policies, procedures, and guidelines.
- Prepares written reports and presentations.
- Acts for the Assistant Director in their absence.
- Monitors citywide ADA compliance.
- Administers contracts from granting agencies.
- Oversees the production of studies under agency contracts.
- Oversees the development of grant proposals.
- Performs related duties and fulfills responsibilities as required.
Qualifications
- Bachelor's Degree from an accredited college or university.
- Five (5) years of increasingly responsible urban planning experience to include two (2) years supervisory or management experience.
Preferred Qualifications
- American Institute of Certified Planners (AICP).
- Bachelor's degree or higher in city, urban, or regional planning, geography, public administration, or a related field. Master’s degree preferred.
- MS Office experience.
- Adobe Creative Suite and graphic design experience.
- Working knowledge of ArcGIS software and analysis.
- Strong writing, presentation and public speaking skills.
- Experience facilitating small and large work groups.
- Experience with public outreach, goal development, and document preparation for comprehensive or regional planning projects.
- Valid Class "C" Texas Driver's License.
