Job Summary
The Compliance Senior Manager will have overall responsibility for the Company’s compliance with Service Contract Act (SCA) and Davis-Bacon Act (DBA), among other wage compliance requirements, and overall responsibility at the enterprise level to ensure subcontractor compliance at any tier with applicable employment regulatory requirements.
The Compliance Senior Manager leads the SCA, DBA and wage compliance program for subcontractors, acting as liaison with program management, business operations, human resources, legal, contracts and GSCM. Responsible to drive process improvements and seek opportunities for optimizing the Company’s SCA, DBA and wage compliance. Engages with business area leadership to align operational requirements with compliance goals. Provides input to mitigate transition and operational risks identified during program start up.
Principal Accountabilities
The Compliance Senior Manager will provide oversight of the Company’s compliance program by:
Initiating, designing, developing, implementing, and evaluating processes, procedures, products, or systems used as part of the Company’s compliance program
Using technical judgment to identify potential operational risks, and developing risk mitigation strategies and corrective actions to ensure compliance
Coordinating, monitoring and enforcing compliance with prevailing wage requirements, including working with Human Resources on the proper classification of employees and subcontractor workers
Performing onsite training to program operations and the GSCM subcontract team members on prevailing wage requirements and the Company’s compliance program
Leading or conducting site visits, program audits, and field interviews
Ensuring processes are in place for the collecting and reviewing of weekly Certified Payroll Reports (CPRs) and payroll records (e.g., statements of compliance, fringe benefit statements, payroll deductions, apprentice registrations/ratios, etc.)
Investigating and responding to wage compliance questions and concerns raised by the customer, management, employees or project subcontractors
Maintaining current working knowledge of applicable laws, regulations and requirements and tracking changes and updates to applicable local, state and federal labor compliance regulations and standards
Coordinating with Operations to ensure up-to-date employment postings in accordance with federal and local legislation.
Assisting program operations and HR with identifying if SCA and/or DBA applies to a particular project or work classification, when needed
Assisting program operations and HR with conformance requests, when needed
Documenting interviews and generating reports for site audits and investigations
The Compliance Senior Manager will additionally be responsible to ensure subcontractors’ compliance at any tier with the applicable employment regulatory requirements, including:
Reviewing prime contract clauses and identifying subcontract clauses to be updated in applicable subcontracts,
Ensuring wage determinations are properly flowed down,
Identifying gaps in subcontractors’ understanding of the regulatory requirements and providing resources or training as necessary, and
Conduct reviews and audits on whether subcontractor workers are appropriately classified and paid in accordance with prevailing wage requirements and meeting other regulatory requirements.
Ensuring that Amentum is collecting and maintaining the proper records for subcontractors at all tiers
Conducting interviews and/or reviewing interviews performed by others to ensure compliance with SCA, DBA or related Acts
Review resources, procedures, and methods to improve operational effectiveness, utility, and efficiency
Develop and administer data driven business rhythms to measure and report the effectiveness of the team.
Exercise a high degree of independent judgment within generally defined processes and procedures in selecting methods or techniques for obtaining solutions. Ensure that compliance and performance requirements are met.
Conduct regular meetings to manage communication of corporate initiatives and policy changes.
Use attention to detail and organization skills to understand work problems and procedures and ensure accuracy of subcontracts and proposals.
Perform additional duties and projects assigned.
Knowledge & Skills
Strong working knowledge of business practices and compliance requirements in the government contracting and construction industries and be able to research and apply any jurisdiction-specific requirements for both commercial and public works construction projects.
Excellent communication skills, with the ability to interact with government officials and respond to government audits and investigations on behalf of the company
Knowledge of Federal Acquisition Regulations (FAR), DFARS, and DOL Regulations
A demonstrated commitment to sound financial management, efficiency, and the pursuit of established objectives.
Strong organizational and interpersonal skills are necessary. Ability to develop and execute effective strategies is required.
Progressive record of successful supply chain optimization, implementation of best industry practices, and change management.
Experience administering and driving improvements to Subcontract Management and Procurement metrics is required
Program start transition support (deployed or remote) is required
Service Contract Act and Davis-Bacon Act experience is required
Excellent organizational and time management skills
Strong computer skills, specifically in Microsoft Word and Excel
Additional knowledge/skills may be required by contract or assignment.
Experience & Education
Bachelor’s degree in business\Supply Chain Management or associated discipline. Two years’ experience in a related field can be substituted for each year of the four-year degree requirement.
Ten to Twelve (10-12) years’ experience in materials management or related field is required
Three (3) years’ management experience, preferably in a materials management position, is required.
Experience in a high volume, global supply chain management environment.
Prior military logistics experience preferred.
Professional Certification in Supply Chain field preferred.
Experience in the support of contingency operations is preferred.
Valid US or local driver's license and US passport is required
Additional experience/education may be required by contract or assignment.
DHS contracting experience preferred.
Travel
Work Environment, Physical Demands, and Mental Demands:
Typical office environment with no unusual hazards, occasional lifting to 20 pounds, constant sitting while using the computer terminal, constant use of sight abilities while reviewing documents, constant use of speech/hearing abilities for communications, constant mental alertness, must possess planning/organizing skills, and must be able to work under deadlines. Must be able to access hazard operational areas which may include the wearing of PPE for periodic oversite of operational activities.
