DLA: Site Manager
Job Summary
The Distribution Center's primary mission is to manage and execute efficient and effective logistics operations including receiving, storage, inventory, packaging, Care of Supplies in Storage (COSIS), stock control, selection, issue processing, packing, shipping, and distribution of contingency material. These operations support both DLA wholesale and Army SSA retail functions. The Contractor is responsible for operating these functions during core hours and may be required to expand to second or third shift operations based on customer needs.
Roles and Responsibilities
- Operate distribution functions including receiving, storage, inventory, packaging, COSIS, stock control, and shipping.
- Maintain flexibility to support second and third shift operations as needed.
- Designate a Site Manager with full authority over contract performance.
- Provide overall supervision of contractor employees, including planning, scheduling, coaching, mentoring, and reporting.
- Ensure efficient and cost-effective execution of services with quality control and cost-saving measures.
- Serve as the central point of contact with the Government for all contract-related matters.
- Manage quality programs including planning, evaluation, issue resolution, and technical advisory services.
- Conduct quality control surveillance and ensure compliance with contract requirements.
- Utilize Warehouse Management Systems (WMS) and other government data systems.
- Perform safety and occupational health management, inspections, and enforcement.
- Respond to government communications within one hour during duty hours and within two hours outside of duty hours.
- Provide contact information for Site Manager and Warehouse Specialist Supervisor at the start of the transition period.
- Submit proposed replacements for key personnel in writing per contract requirements.
Basic Qualifications
- Bachelor’s degree in Distribution Management, Business Management, or Business Administration.
- Minimum of five years of experience in Distribution Management, or ten years of progressive management experience in similar operations.
- At least three years of experience using automated warehouse management systems within the past five years.
- Army SSA experience.
- Demonstrated ability to plan, control, manage, and complete work successfully.
Preferred Qualifications
- Individual currently serving as a Site Manager will be considered qualified and eligible.
- Strong leadership and communication skills.
- Experience in quality control, safety management, and government logistics systems.
