Senior Program Advisor

The Senior Program Advisor – Naval Aviation Acquisition and Weapons Systems will serve as a trusted technical and acquisition consultant to the U.S. Navy, providing expert program management, strategic planning, and lifecycle acquisition support for counter uncrewed systems (CUXS).
The position requires deep familiarity with DoD acquisition policies, NAVAIR program structures, and cross-service collaboration. The selected candidate will guide government and industry teams in executing complex, high-visibility programs ensuring mission success through disciplined cost, schedule, and performance management.
Roles and Responsibilities
- Serve as a senior acquisition and program management advisor supporting the Navy ashore counter uncrewed systems program within the Naval Aviation Enterprise.
- Lead planning, integration, and execution of program activities across cost, schedule, and performance domains.
- Provide expert guidance in acquisition strategy development, milestone preparation, and decision documentation (e.g., LCSP, TEMP, APB, RFP packages).
- Evaluate technical baselines, risk management approaches, and resource allocations to maintain alignment with DoD acquisition directives.
- Support coordination among engineering, logistics, contracting, and test communities to ensure system readiness and interoperability.
- Advise on portfolio optimization, contract structuring, and cost reduction initiatives.
- Lead stakeholder engagement and facilitate communication between government program offices, industry partners, and joint service counterparts.
- Brief senior leaders.
- Provide mentorship and knowledge transfer to junior advisors and government staff on best practices in program management and acquisition strategy.
Basic Qualifications
- Clearance & Citizenship: U.S. Citizenship and an Active Top Secret/SCI clearance.
- Education: Bachelor’s degree in business, engineering, or related field.
- Experience: 10+ years of experience in DoD acquisition, systems engineering, or program management. Working knowledge of DoD 5000-series acquisition processes and NAVAIR program structures. Proven background managing or supporting complex defense programs through multiple lifecycle phases.
Preferred Qualifications
- DAWIA Level III (or equivalent) certification in Program Management or Systems Engineering.
- Experience supporting PMA-level programs within the Naval Air Systems Command.
- Familiarity with unmanned/uncrewed systems.
- MBA or advanced degree in business or engineering.
- Prior experience as Deputy Program Manager, IPT Lead, or SETA advisor on ACAT I/II programs.
Scheduled Weekly Hours: 40 hours/week
Compensation: $155,000-$233,000. The offered rate will be based on the selected candidate’s location, knowledge, skills, abilities, and/or experience, contract affordability, and in consideration of internal parity.
Additional Compensation: KBR may offer bonuses, commissions, or other forms of compensation to certain job titles or levels per internal policy or contractual designation. Additional compensation may be in the form of a sign-on bonus, relocation benefits, short-term incentives, long-term incentives, or discretionary payments for exceptional performance.
